I. Contracting Activity.

II. Nature and/or description of the action being processed.
The contractor shall perform quarterly preventive maintenance on the cargo mechanized material handling system. The contractor shall ensure the MMHS system is certified in accordance with the manufacturer technical specifications, including all updates, following the preventive maintenance and repair process
III. Description of supplies/services required to meet agency needs.
The contractor shall provide all management, tools, supplies, equipment, and labor necessary for the preventive maintenance and repair of the cargo mechanized material handling system (MMHS) located at Joint Base McGuire-Dix-Lakehurst (JB MDL). The contractor shall perform quarterly preventive maintenance on the cargo mechanized material handling system. The contractor will also be responsible for ensuring the MMHS system is certified in accordance with the manufacturer technical specifications, including all updates, following the preventive maintenance and repair process.
IV. Statutory authority permitting other than full and open competition.
6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Lodige, USA developed, built, and installed the current MMHS as part of the Air Freight Terminal (building 1757). The major components and software required for this $14M dollar cargo handling system are proprietary and exclusively built/produced for this system. Therefore, locally sourced, off- the- shelf maintenance items are not available. Additionally, Lodige technicians, as the manufacturers, have the specialized training necessary to carry out the preventative maintenance and emergency service required to maintain this system in optimal condition.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
A "Sources Sought Notice" was posted to both SAM.gov and GSA ebuy 2022/10/04 with submissions due 2022/10/18. No offerers or capability statements fitting the requirements of the statement of work were received.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Comparison to pricing of previous contracts will be used to determine fair and reasonable price

Inquiry made to NASA SEWP, response indicates that this requirement is out of scope for their contracts. An email was sent to the contractor Lodige, USA to which they indicated they have no authorized resellers of these products.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
Future acquisition of maintenance and repair to the MMHS will follow market research procedures IAW FAR Part 10 to seek out competition to the maximum extent possible as done with this current requirement.
