Source Selection Information – See FAR 2.101 and 3.104
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The US Navy Dive Manual requires the use of Aviators breathing Oxygen that meets the military specifications MIL-PRF-27210
(series). The dive manual requires the use of propellant pressurizing agent helium, type I gaseous B, Respirable helium that meets the military specification MIL-PRF-2710. The instant requirement is a follow-on to contract N0018917P1584 where 190 oxygen and
38 helium/oxygen cylinders are issued and in current use by EODGRU2 units around the world. Furthermore, there are currently eight (8) platoons in a training cycle that are currently using the oxygen and HEO2 cylinders. In order to ensure that these training cycles and current missions are uninterrupted, it is critical that the follow-on supplies and services are unchanged. If this follow-on action was to be awarded to another distributor, each unit would be required to return their current stock and wait for replacements.
The new stock would then need to be evaluated to ensure that they meet the requirements identified above. This downtime would affect the training cycles for deploying assets as well as render deployed assets inoperable. The contract shift would create a significant degradation in diving and recompression chamber capabilities across EODGRU2 and NECC.
☒ These are "direct replacement" parts/components for existing equipment.
