3. Description of Services or Supplies: Electro-Mechanical Actuators used as pitch links in a system called Simulated Flight Hardware that emulates a rotor hub used in testing UH-60 main rotor blades

4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: The Corpus Christi Army Depot, CCAD, presently has a workload for whirling UH-60 Main Rotor Blades, (MRBs). Blade Balance Stand #2 utilizes Simulated Flight Hardware provided by Sikorsky; 1st Generation in 2003 and 2nd Generation in 2016. The first-generation actuators were supplied by Sikorsky and who purchased them from Whippany Actuation Systems in 2000 and provided with the Simulated Flight Hardware on Whirl tower #2 a.k.a. Blade Balance Stand #2 located at the Corpus Christi Army Depot. Remaining units have exceeded their time-life and are twenty (20) years old are too expensive to repair.
Sikorsky replaced the 1st generation actuators with a different unit designed by Curtiss- Wright, the Exlar P/N: 62119 to be more reliable and durable for the extreme environmental operational conditions throughout the world including deep South Texas.
These actuators are in accordance with the Sikorsky envelope drawing TGN15-01173 and Sikorsky specification TSS-2012002 and all the only actuators that can be used based on the Sikorsky design.
The actuators were specifically designed for Sikorsky to whirl main rotor blades on the Simulated Flight Hardware. Each actuator is equipped with an encoder that has a limit set range of +/- 99,999 counts,100 counts equals approximately 18 minutes of a degree of angle. Each actuator moves independently for the minutes of angle or trim pitch. The three actuators move in unison for collective pitch measured in degree of angle. This unique actuation permitted Sikorsky to eliminate the swashplate to obtain collective pitch for testing purposes.
The actuators are a simple design incorporating a load cell, motor, potentiometer, gears that which are still held to tight assembly and tolerance build-up. 5. New actuators are required to keep Whirl Tower 2 in production. The lack of securing these critical actuators risks crippling the UH-60 main rotor blade program. If CCAD is forced into using the remaining 1st generation actuators it could result in the reoccurrence where an actuator locked up at full collective pitch during operations. This forced Navy and Army Security to lock down the Naval Air Station and secure the perimeter so could Test Equipment Engineers could support the operators to “fly the blades down” in a controlled manner per Sikorsky’s guidance.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.
7. Market Research: Market research conducted on August 2021 by Mechanical Engineer and March 2022 by Contract Specialist.
Both have personal knowledge in procuring supplies of this type and by contacting knowledgeable persons in the Government and industry regarding the commercial nature of this requirement and standard industry practices. Curtiss-Wright and Naval Defense Actuation helped CCAD evaluate the requirement and as a vendor g g provide their capabilities in meeting the Governments requirement for these Electro- Mechanical Actuators.
