JUSTIFICATION FOR SOLE SOURCE
Only One Source
Purchase Request No: ___________________________ Directorate: __ ____________ Department: _ ______ POC: ____ ______ Tel. No.: ___ ________ Suggested Source: ___Leica Biosystems ________________________
1. Description of supplies/services.
The requires a contract for the maintenance of Leica-manufactured equipment: one HistoCore Peloris 3 Dual Retort Tissue Processor. The contract must include one preventive maintenance service call per year for this piece of equipment and all necessary repairs to keep the equipment operational. The cost of all parts, labor and travel must be included in the contract.
The contractor must make every reasonable effort to provide on-site repairs within two business days of being contacted by NMCSD.
2. Demonstration of contractor's unique qualifications.
This piece of equipment, to be serviced, were manufactured by Leica. Recently, Leica has modified the operating software for the Peloris 3. This modification requires a ‘‘dongle’’ be placed into the unit. This ‘‘dongle’’ allows the service engineer to access system diagnostics. Non-Leica contractors do not have access to the ‘‘dongle’’, and thus are prevented by Leica from performing anything other than preventive maintenance. Additionally, Leica service engineers are specifically trained to service and repair Leica equipment and are more familiar with technical specifications and nuances pertaining to Leica equipment.
3. Description of market research.
Two local servicing companies were contacted about the possibility of servicing the three pieces of Leica equipment listed above; both companies stated, either verbally, through email communications, or directly stated on the company’s website) that they did not service the Leica equipment in question (one of the companies, AL-TAR, already services other equipment in the Histology Laboratory, including tissue processors from a different manufacturer).
