SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

PR: 0044017737

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1).

2. Nature of Action Being Approved

Renew technical support contract for Sample Master, Laboratory Information Management System (LIMS) client-database software for a one-year period. The proposed awardee is Accelerated Technology Laboratories, LLC d/b/a Confience.

3. Description of Supplies or Services.

The U. S. Geological Survey, Central Energy Resources Science Center in Denver Colorado has a continuing need for software support for the Sample Master LIMS client-database software used by the geochemistry laboratories. Sample Master Support includes Pro Support for 20 concurrent users, Data Entry, QA/QC, Electronic Data Transfer, Chemical Inventory, Resource Management modules, and the following customizations created by Confience. Sample Submittal automation based on Energy Geochemistry Laboratory Sample Login form with ESRI ArcGIS Mapping with Counties/Districts, Township/Range, and USGS Provinces map layers, Data Subset query builder for querying LIMS data based on Geologic information, Auto QC Batch Generator based on output from laboratory instrumentation, and Auto File Attachments.

Maintenance includes unlimited technical support via a toll-free number, Dial-in Remote Support, Access to Web Site User Support Area, Software Service Packs, Product Upgrades, Migration Credit and LIMS Solutions Newsletter.

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) – only one source reasonably available.

6. Rationale Supporting Use of Citation in No. 5.

Accelerated Technology Laboratories, LLC d/b/a Confience, is the sole proprietor of Sample Master® LIMS and does not offer its products or services through resellers, all items must be purchased directly from ATL. The USGS Central Energy Resources Science Center (CERSC) purchased the Sample Master LIMS software in 2006 and additional licensing was added in 2018 to support the Geology, Energy, and Minerals Science Center (GEMSC). The two individual Sample Master LIMS systems were combined into a single LIMS system that resides at the EROS Data Center in 2024 as part of the USGS data center consolidation efforts.
