About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition document for simplified acquisition procedures under FAR 13.106-1(b), seeking to procure twenty printers/copiers and associated service agreements for USCG District 1 offices in Massachusetts and New York.

The document justifies a sole-source award to Konica Minolta Business Solutions U.S.A., Inc. for $31,138.45, citing urgent and compelling circumstances. The current lease agreement through DLA expires on 02/28/2025, but due to DLA's six-month lead time requirement for lease renewals and missing paperwork, a direct award is deemed necessary to maintain mission-critical printing capabilities. The contracting officer determined price reasonableness through comparison with previous purchase prices. The document is signed by the Technical POC and Contracting Officer on March 3, 2025.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

The USCG maintains a relationship with the Defense Logistics Agency (DLA) to provide printer/copier services to the USCG via an interagency agreement. The current lease agreement for printers/copiers and corresponding service agreement expires on 02/28/2025. Due to unforeseen circumstances, DLA did not receive the appropriate paperwork to renew the lease before its current expiration. Upon investigation, the Contracting Officer learned that DLA requires a six-month lead time to process lease renewals. The District 1 office has identified the need for printers/copiers and corresponding service agreement is mission critical. Given the urgent and compelling nature of the situation, it is in the best interest of the Government to award the contract to Konica Minolta on a non-competitive, sole-source basis.
