This individual justification authorizes use of other than full and open competition procedures to obtain a Firm-Fixed-Price (FFP) commercial contract for performance of services with a basic year and four one-year options with potential for a 6-month extension option pursuant to FAR clause 52.217-8, Option to Extend Services. The contemplated contract with Dynapower Company. (CAGE Code 24970), is for Test, Teardown, Evaluate (TT&E), Repair, Calibration, Preventive Maintenance (PM) and Remedial Maintenance (RM) services.

Dynapower Company is the Original Equipment Manufacturer (OEM) for the 76 PMXG Plating Shop Rectifiers.

Requested Services: The Contractor shall provide two site visits a year to evaluate the performance of the rectifiers and includes flush, descale, and plumbing repairs as needed. Contractor shall provide a list of spare parts for PMXG to maintain on hand during the site visits.

Specific repair requirements include:

• Remove all debris and buildup on unit focusing on cooling passageways, circuit integrity, and visual identification of failed components.

• Check connection tightness of all electrical connections. Inspect all wires and crimps

• Check all electrical circuits for signs of heat damage.

• Check all electrical connections for corrosion/chemical contamination.

• Check all fuses, overloads, and other current interrupting devices. Ohm out circuit to verify cleared fuses or breakers. Document measurements accordingly

• Check smooth operation of all contactors, relays, switches, latches, hinges, handles, and other mechanical mechanisms

• Measure and record continuity across all contacts

• Measure insulation to ground using simple multimeter

• Check for binding of moving components.

• For contactors that have easily accessible contacts, open contactor and inspect contacts for pitting, burning, wear, and debris. Inspect arc chutes for damage and fouling.

• Inspect all relays for overheating, fouling of contacts, and tightness in socket. All Time Delay Relays

(TDRs), inspect condition of timing resistor, photo document housing discoloration or any corrosion on contacts

• Inspect all control circuit boards for heat damage, corrosion, deteriorated components. Check with black light for salt or electrolytic buildup.

• For water cooled units, inspect all hoses for fouling, pliability, connection tightness, and leaks.

Inspect water solenoid for operability. Inspect for evidence of past leaking. Photo Document

• For air cooled units, inspects all vents, fans, heatsinks, filters, and shrouds. Photo document cleanliness accordingly

• Inspect transformer for debris, damage, deformation, and discoloration. Check for even spacing of windings and smooth connection of conductors. Check for color change on copper and photo document copper discoloration or varnish discoloration. Use high powered light to check through coils for obstructions of foreign contamination (for SCR rectifiers).

• Check with multimeter/thyristor tester all SCRs, Diodes, IGBTs. Record results in report

• Inspect condition of all safety interlocks (as applicable). Check for insulation reading and continuity with multimeter. Record results in report.

• Compare rectifier voltage and current outputs to remote or gauge displays

• Adjust remote or gauge displays within tolerance of the NIST standards and per MIL-STD-45662A, ANSI/NCSL Z540-1, and AMS2750-F.

• If calibration is not within acceptable limits, remote is outlined with needed replacement gauges or replacement circuitry

• Verify and document site setup parameters in active Dynapower digital touchpad control boards using Dynapower maintenance software

• Verify and document proper resident software in active Dynapower digital touchpad control boards or CPUs (Note: this is proprietary data and software and intellectual property of Dynapower)

• Verify calibration of control electronics

• Verify functionality of Dynapower proprietary designed components and electronics

• Verify proper output wave form for unit type

• Validate smooth control of voltage and current operation

• Evaluate thermal activity of unit under operation

• Visual inspection of rectifier installation, hookup, and environment

• Witness operation and control accuracy of machine

• Verification of calibration and corresponding vinyl tag

• Provide service report written per unit

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (811310) looking for companies that could provide Plating Shop Rectifier Maintenance. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Plating Shop Rectifier Maintenance. In review there is one (1) source that can provide this service for this acquisition.

In an effort to identify and remove barriers to competition, the Government will continue to monitor the marketplace for source development and continue discussions with the OEM regarding additional approved sources.
