About this file

This document is a Single Source Justification (Simplified Acquisition) for a PinPoint II Upgrade contract issued by the 1st Special Operations Contracting Squadron. The procurement involves upgrading a PinPoint IIR 14-slot system for the Air Force Repair Enhancement Program (AFREP), with a total estimated contract cost of $43,634.00. The upgrade includes a new chassis, dual output power supply, updated hardware and software components, Windows 11, and a one-year manufacturer's warranty.

Astronics Test Systems Inc. was the sole respondent to a Request for Information (RFI), having acquired Diagnosys (the original equipment manufacturer) in 2019 and retaining full intellectual property rights. Extensive market research, including searches of GSA Schedule and NASA SEWP acquisition vehicles, confirmed no alternative vendors could provide the proprietary equipment. The contracting officer determined that competition was not viable, and the contract is set to be awarded on 08-Jul-2025, with the goal of maintaining standardization across Air Force repair shops and ensuring compatibility with existing test files and procedures.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Pinpoint II test station is a standard piece of equipment utilized across Air Force Repair Enhancement Program (AFREP) shops. This standardization has been in place since the inception of the Gold Disk program, developed under NAVSEA 2MTR standards by the U.S. Navy. The use of the Pinpoint II ensures compatibility with existing test files and procedures used across various Major Commands (MAJCOMs). Procuring a different test system would result in incompatibility with existing test libraries, create unnecessary retraining requirements, and hinder interoperability between units. Maintaining this standardized platform ensures efficient file sharing, enhances repair consistency, and supports mission readiness.

Section D: Efforts to Obtain Competition

To identify additional sources capable of performing the required upgrade to the PinPoint II-R 14-slot system, a formal Request for Information (RFI) was posted on SAM.gov. The RFI outlined the government’s need for proprietary hardware and services necessary to complete the system upgrade in accordance with the Statement of Work.

Despite the RFI being open for four days, Astronics Test Systems Inc. was the only respondent. In their response, Astronics confirmed that they had acquired Diagnosys, the original equipment manufacturer (OEM) of the PinPoint system, in 2019 and now retain full ownership of the associated intellectual property. They further confirmed their capability to provide all required hardware, software, and services to complete the upgrade. No other vendors submitted responses or indicated interest in or ability to meet the requirements.

In addition to the RFI, extensive market research was conducted. Searches of the GSA Schedule and NASA SEWP government-wide acquisition vehicles showed that the proprietary equipment needed for the upgrade is not available through those

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 channels. A review of the Federal Procurement Data System – Next Generation (FPDS-NG) revealed that Diagnosys Systems Inc.

had previously received contracts for similar work, with the most recent award occurring on September 10, 2015. However, Diagnosys’ registration in the System for Award Management (SAM) expired on February 22, 2022, and the firm is no longer an active or eligible federal contractor. As Astronics Test Systems now owns the rights and technology previously held by Diagnosys, and no other vendors are authorized or able to meet the requirement, competition is not viable for this procurement.

These efforts demonstrate that reasonable attempts were made to identify additional sources and promote competition;

however, the unique, proprietary nature of the equipment, combined with the lack of alternate vendors, supports the determination to proceed with a sole source procurement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Future additions to the shop will not be an upgrade of original equipment, but the purchase of new equipment that can be obtained through bids and contracts. The current piece of equipment will be fully upgraded with no additional upgrades to the chase available.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
