About this file

This is a Justification for Other than Full and Open Competition (sole source justification) submitted by the Department of Veterans Affairs Office of Inspector General (VA OIG).

The VA OIG is procuring unreserved indoor parking services for three months (July, August, and September 2026) at the parking garage located at 801 I Street NW, Washington, DC. The requirement specifies unassigned spaces in an indoor garage with 365-day annual operation, 24/7 ingress/egress, in-and-out privileges included in the monthly fee, and direct connection to the VA OIG headquarters building at the main entrance. The estimated cost is not disclosed in the document. The contracting activity is VA OIG 53P, with the ordering activity identified as VA OIG 53O. The sole source contractor is Colonial Parking, Inc., the only vendor operating the parking garage connected to the VA OIG headquarters building. The justification cites FAR 6.103-1(b) (One responsible source) as the statutory authority for non-competitive procurement. The rationale emphasizes security requirements for VA OIG staff who handle sensitive information, including grand jury materials, confidential law enforcement information, and For Official Use Only (FOUO) medical documents. The garage's keycard access, 24/7 attendant monitoring, and direct building connection are cited as essential to security needs. Market research confirmed no alternative parking facilities meet the requirements. The contracting officer determined the negotiated price is fair and reasonable based on a substantial discount versus publicly posted pricing. The justification was signed by Contracting Officer Brett Pickett on 06/24/2025.

Justification for Other than Full and Open Competition Sole Source Justification –Parking Garage Services

(1) Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

Ordering Activity Department of Veterans Affairs Office of Inspector General, 53O 810 Vermont Ave NW Washington, DC 20420

Contracting Activity Department of Veterans Affairs Office of Inspector General, 53P 810 Vermont Ave NW Washington, DC 20420

(2) Nature and/or description of the action being approved.

Parking services.

(3) A description of the supplies or services required to meet the agency's needs (including the estimated value).

VAOIG has requirements for parking services for up to 3 months of July, August and September 2026, for unreserved parking spaces at the parking garage located at 801 I Street.

This action, over the full Base Period, is estimated to cost $

Parking requirements are as follows:

• Indoor garage.

• Unassigned spaces.

• Open 365 day per year.

o No closure for Washington D.C. Special Events.

• Ingress/ egress 24/7.

• In and out privileges included in monthly fee.

• Connected to the building at 801 I Street NW, Main Entrance.

(4) An identification of the statutory authority permitting other than full and open competition.

RFO FAR 6.103-1(b) One responsible source.

(5) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires using the authority cited.

Only Colonial Parking can fulfill this requirement. For reasons of security for agency staff, the garage must be indoor and connected directly to the building. Colonial Parking operates the garage connected to the VAOIG headquarters building and is the only garage management vendor that provides parking services within the building.

In carrying out the law enforcement functions of VA OIG, VA OIG executives, and those employees who provide direct support to them during emergency circumstances, frequently handle legally sensitive information to include grand jury material and confidential information.

In addition, because VA OIG also oversees medical functions, these VA OIG executives and others who provide direct support to them during emergency circumstances frequently handle sensitive medical documents to include For Official Use Only (FOUO) documents. They frequently work other than normal business hours (9:00am-5:00pm) in support of the OIG core mission of oversight and to provide support to OIG nation-wide personnel. Because of the sensitivity of the documents that the individuals using the parking spaces may carry, it is imperative that they transport this sensitive information in an environment that is as safe as possible, which includes ensuring that when traveling outside of the office they can access their personal vehicle from within the building in which they are stationed. VA OIG is located at 801 I Street, NW, Washington, DC. The Colonial Parking garage is also located at 801 I Street and provides direct access to the VA OIG offices. In addition, this parking garage also provides a semi-controlled environment in that access to the garage is by keycard access and is monitored by parking attendants 24 hours per day, 7 days per week, 365 days per year.

(6) A description of efforts made to ensure that offers are solicited from as many potential sources as possible, including whether a notice was or will be publicized as required by part 5 and, if not, which exception under part 5 applies.

No additional offers will be solicited, as only Colonial Parking, Inc. is able to fulfill this requirement. This notice will be posted to SAM.gov as required.

(7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

The contracting officer has determined that the price is fair and reasonable as the VA OIG has achieved substantial discount as opposed to publicly posted pricing.

(8) The market research conducted (see part 10) and the results or a statement of the reason market research was not conducted.

Market research has found that the parking garage located at 801 I street is the only one which will fulfill the requirements.

(9) Any other facts supporting using other than full and open competition, such as:

Not Applicable.

(10) A listing of the sources, if any, that expressed an interest in the acquisition in writing.

No other sources have expressed a written interest in this acquisition.

(11) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

No additional actions will be taken at this time, as only Colonial Parking, Inc. is able to fulfill this requirement.

VA OIG will continue to perform Market Research to identify emerging possible sources to fulfill similar requirements in the future.

(12) Contracting officer certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief.

I certify that the facts are representations under my cognizance, which are included in this justification, are complete and accurate, and the particular brand name, product, or feature described above is essential to the VA OIG's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's needs.
