About this file

This is a Sole Source Justification for a two-month contract extension with K2Share LLC for continued cybersecurity support services to the Department of Transportation's Office of the Secretary (OST). The procurement extends Order No. 693JK419A600003_693JJ321F000361 through April 15, 2026, to complete ongoing technical and program support for the OST Cybersecurity & Information Protection Program. The work encompasses three tasks: Program Management, Policy and Training Support, and Transition-Out activities. K2Share LLC will develop, maintain, and document information collection workflows, forms, tracking mechanisms, and key data including API access permissions, role-based permissions, and filters. The contractor will also provide reporting structures, data flow analysis, and data-driven analysis with online materials including interactive graphs and charts displaying trends and improvement opportunities.

The justification cites FAR 8.401(b) and GSAR 538.7104-3(b)(2) as authority for the sole source approach, characterizing the extension as a logical follow-on to an existing FSS order that does not require competitive procedures. The contracting activity is the Federal Highway Administration IT Acquisition Center of Excellence, located at 1200 New Jersey Avenue, SE, Washington, D.C. 20590. The original order period runs from June 16, 2021, through February 15, 2026, with modification P00010 extending performance by two months. Labor rates are determined fair and reasonable under the GSA Schedule, reflecting standard yearly labor rate increases per K2Share's GSA Schedule pricing. The department notes that future requirements will be recompeted under RFQ No. 693JJ326Q000003 using the GSA Multi-Award Schedule, subjecting subsequent acquisitions to full competition. Both the Contracting Officer and Financial Management Specialist have certified the justification as accurate and complete.
