DEPARTMENT OF VETERANS AFFAIRS
SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL
ITEMS IN ACCORDANCE WITH FAR 13.5
Acquisition Plan Action ID: 36C249-22-AP-1979
1. Contracting Activity: Department of Veterans Affairs, VISN 09, Alvin C York Veterans Affairs Medical Center. The applicable 2237 number is 626-22-2-313-0073.
2. Nature and/or Description of the Action Being Processed: The Alvin C York Veterans Affairs Medical
Center submitted a request for Guldmann brand ceiling lifts as part of facility renovations. The ceiling lifts will serve as an additional support system for medical professionals in their treatment of veteran patients. The estimated amount of this requirement is
3. Description of Supplies/Services Required to Meet the Agency’s Needs: The Alvin C York Veterans
Affairs Medical Center requires Guldmann brand ceiling lifts to accommodate veteran patients who will receive treatment in the renovated Ward 1A at the facility. These ceiling lifts will accommodate veteran patients who receive outpatient and inpatient medical treatment at the facility and require assistance with mobility in a clinical setting.
4. Statutory Authority Permitting Restricted Competition:
FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:
( ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements ( ) Unusual and Compelling Urgency ( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert
Services ( ) International Agreement (X ) Authorized or Required by Statute -VAAR 819.7007(a) ( ) National Security ( ) Public Interest
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Alvin C York Veterans Affairs Medical Center is currently renovating Ward 1A to accommodate additional veteran patients who require inpatient treatment. An essential component of this renovation is the expansion of patient support and transport capabilities that the facility currently employs in routine and emergency circumstances. The facility currently owns and operates ceiling lifts in a clinical setting when patients need support moving between hospital bed to a wheelchair or to another bed for transportation throughout the facility. Due to consistent use over an extended period of time, the current ceiling lifts have reached the end of their life cycle. The Guldman brand ceiling will serve as replacement lifts that are technically sufficient since the existing ceiling lifts in the facility are no longer functional.
This brand of ceiling lift allows clinicians to provide patients with up to 220lb of weight relief (dynamic off-loading) for up to 30 minutes. Additionally, this allows patients to be able

Lastly, veteran patients can utilize the ceiling lift with the positioning lock function to execute a number of exercises while bed bound such as hip extensions, shoulder extensions and elbow extensions without clinical supervision thus enhancing their care and rehabilitation efforts. Seeking competition for this contract would needlessly delay the award of the contract and jeopardize the ability of the Alvin C York Veterans Affairs Medical Center to deliver congressionally mandated standards of care.
