About this file
This Sole Source Justification document details a procurement by the Air Force Test Center (AFTC)/PZIA for two Test Sequence and Timing Systems (TSTS) to support the Arnold Engineering Development Complex's Hypervelocity Aeroballistics Ranges Facilities. The contract will be awarded to Hadland Imaging, LLC, a small business, through a single firm-fixed-price purchase order using Fiscal Year 2025 Research and Development funds, with a total estimated contract value of $268,590.00.
The procurement is being conducted as a sole source acquisition under 10 U.S.C. 3204(a)(1), with market research supporting that Hadland Imaging is the only vendor capable of meeting the requirement. The government conducted a Sources Sought Notice and a Notice of Intent on SAM.gov, receiving no alternative responses. The systems will be standalone units to support different ranges (Range G and I, and Range S1) at Arnold Air Force Base in Tennessee. The contract is planned to be awarded using simplified acquisition procedures for commercial items, with Hadland Imaging being the sole identified vendor capable of providing the required commercial test sequencing and timing systems.

The current system supports testing in Range G, Range I, and Range S1. The objective is to provide a standalone system to support Ranges G and I and a second standalone system to support Range S1.

To meet this effort, the Government intends to award a single, firm-fixed price (FFP) purchase order (PO) using certified Fiscal Year (FY) 2025 Research and Development (3600) funds via Purchase Request (PR)
. The PR has available for obligation.
IV. Statutory authority permitting other than full and open competition.
