About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB) for the payment of lost/missing medical gas cylinders rented by the Eastern Colorado Health Care System (ECHCS). The procurement is to pay RAS Enterprises LLC, the incumbent contractor, for the replacement of cylinders that were lost during the performance of the previous VISN 19 Medical Gas contract. The estimated total contract amount is $340,398.25. The statutory authority cited is 38 U.S.C. 8127(c), which allows for sole source awards to SDVOSB concerns up to $5 million. Market research confirmed RAS Enterprises is the only eligible vendor for this requirement. The contract will be awarded to RAS Enterprises as a firm-fixed-price contract. The government will continue to conduct market research for future medical gas requirements to determine if a more competitive approach is feasible.
