About this file

This is a Sole Source Requirements Justification memorandum from the Department of the Air Force, Air Education and Training Command, dated 01 September 2026. The 82nd Security Forces Squadron is seeking to procure a LowCam VI110 Portable Under-Vehicle Inspection System (UVIS) manufactured by Advanced Detection Technology and distributed exclusively through Kell Systems via GSA schedule. The system is a rugged, mobile security solution housed in military-grade Pelican cases that captures high-resolution undercarriage images, performs License Plate Recognition (LPR), and conducts Foreign Object Detection (FOD) using integrated cameras and magnetic sensors as vehicles pass over an inspection ramp.

Market research determined that Kell Systems holds the exclusive authorized government distributor status for Advanced Detection Technology, precluding direct competition. Consequently, the 82nd Contracting Squadron will post a Notice of Intent to Award a Sole Source contract and invite capability statements from industry to identify potential future competitors. The justification indicates this system has been used successfully across multiple Air Education and Training Command installations and meets specific operational requirements. To reduce reliance on sole-source acquisitions in the future, the government will conduct continuous market research monitoring for emerging under-vehicle inspection technologies, alternative commercial-off-the-shelf equipment, and new authorized distributors. Additionally, the program office plans to transition future requirements from sole-source specifications to broader, performance-based operational descriptions to allow substitute COTS systems and "or equal" items to compete when feasible. The memorandum received approval from the Contracting Officer and Chief of the 82nd Contracting Squadron.

DEPARTMENT OF THE AIR FORCE

AIR EDUCATION AND TRAINING COMMAND

01 September 2026

MEMORANDUM FOR 82 CONS/PKA

FROM: 82 SFS/DD

1402 Bridwell Rd

Suite 2118

Sheppard AFB, 76311

SUBJECT: Sole Source Requirements Justification – Under Vehicle Inspection System

1. Description of the Supplies/Services: A LowCam VI110 Portable Under-Vehicle Inspection System (UVIS), rugged and mobile security solution housed in durable, military-grade Pelican cases for easy transport and rapid deployment. Functionally, as a vehicle drives over the inspection ramp, the system simultaneously captures a high-resolution image of the vehicle's undercarriage, reads the license plate using License Plate Recognition (LPR), and scans for threats using Foreign Object Detection (FOD) via integrated cameras and magnetic sensors.

2. Efforts to Obtain Competition: Market research determined that Kell Systems is the exclusive authorized government distributor for Advanced Detection Technology, with the required product available through their GSA schedule. Because this proprietary distribution arrangement currently precludes direct competition, the 82nd

Contracting Squadron (82 CONS) will post a Notice of Intent to Award a Sole Source contract. This public notice will formally verify the lack of other viable vendors and invite capability statements from industry to help foster potential future competition.

3. Market Research: To preclude the necessity of future sole-source acquisitions, the

82nd Security Forces Squadron (82 SFS) and 82 CONS will continue to conduct continuous market research, monitoring the security marketplace for emerging under-vehicle inspection technologies, alternative commercial-off-the-shelf (COTS) equipment, or new authorized distributors. Additionally, the government will use the feedback and capability statements submitted in response to the current Notice of Intent to Award Sole Source to identify qualified competitors.

4. Other Factors: This system is the system used in the past through various AETC installations. It was recommended by the command to use this vendor as their systems meet the requirements and specifications of what we need.

5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To

Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required. To remove barriers to competition and foster future sourcing options, the program office will actively monitor the market for emerging Under-Vehicle Inspection System (UVIS) technologies and track changes to Advanced Detection

Technology’s distribution network. We will transition future requirements from "sole-source" specifications to broader, performance-based operational descriptions, allowing substitute commercial-off-the-shelf (COTS) systems to compete when possible and other “or equal” items can meet agency needs.
