About this file

This document is a Sole Source (Including Brand Name) Justification for the purchase of (6) L3Harris AN/PRC-117G(V)1(C) Multiband Networking Manpack Radios and associated equipment using simplified acquisition procedures. The justification cites the requirement for the AN/PRC-117G radios to be compatible with existing radio systems at Kadena Air Base and allied forces, as well as the radios' unique encryption capabilities that are not available from other manufacturers. Market research indicated there are no other radios that meet the mission requirements. Three potential vendors were identified that expressed interest in providing proposals. The anticipated total contract cost is included. The contracting activity is the 18th Contracting Squadron at Kadena AB, Okinawa, Japan.

The related federal contract opportunity is a Request for Quotation (RFQ) for the L3Harris AN/PRC-117G radios, with a response due date of 30 Sep 2024. The solicitation is being issued by the Department of the Air Force Pacific Air Forces.

1901Simplified Acquisition Procedures

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This requirement requires specific brand (L3Harris) and model (AN/PRC-117G(V)1(C)) radios to be compatible with radio systems being used throughout Kadena AB and with our allies. The AN/PRC-117G(V)1(C) is the industry's only tactical radio with Nine Suite B encryption, allowing sovereign nations to securely interoperate with the U.S., NATO and regional tactical partners. Since L3 Harris does not share its proprietary intellectual property that allows for Nine Suite B Encryption, this makes the PRC-117G the only radio that meets mission requirements. The PRC-117G's have up-to Top Secret COMSEC capabilities which aren't just for communications with U.S. forces. Allied-COMSEC keys are a critical component of combined force and allied operations in the Pacific region. The crypto capabilities of the PRC-117G and it's available waveforms (MUOS/ DAMA/IW/HPW/ANW2C) aren't available in the marketplace by other competitors. Not having these capabilities in a radio system will be detrimental to interoperability with our allied forces.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

This solicitation will be posted on SAM.GOV to allow for maximum competition.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Three vendors have expressed an interest in this acquisition. With the publication of this justification, the vendors will know that they have competitors, and each will propose with the expectation of competition, which should result in fair and reasonable prices.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A online search and a review of previously awarded Harris radio requirements was completed for distributors of L3Harris radios. We have identified 3 vendors who are distributors and interested in providing proposals for the AN/PRC-117G(V)1(C) radios and the ancillary equipment. Market research revealed the implementation of the DoD CIO Radio and COMSEC Modernization Plan (RCMP) version 2.0, in which the HQ ACC determined Harris Corporation AN/PRC-117G SATCOM Radios as the only UHF SATCOM radio that supports the Mobile User Objective System (MUOS) waveform which is the direction the DoD has mandated. The move to the AN/ PRC-117G is stated in the DoD CIO Radio and COMSEC Modernization Plan, inclusive of a chart illustration provided on Page 91. Currently, there are no other manufacturers producing tactical Ultra High Frequency (UHF) SATCOM radios that satisfy DoD COMSEC requirements. For future consideration, alternate products will need to be manufactured to meet the requirements discussed in the attached DoD CIO RCMP document.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

As stated above, the L3Harris AN/PRC-117G(V)1(C) radios and ancillary equipment have to be 100% compatible with current systems in place. The radios are the industry's only tactical radio Nine Suite B encryption, allowing sovereign nations to securely inter-operate with the U.S., NATO and regional tactical partners. Since L3Harris does not share its proprietary intellectual property that allows for Nine Suite B encryption, this makes the PRC-117G the only radio that meets mission requirements.

The PRC-117G is the only radio that fits 18 CS needs. The PRC-117G is suited for use as a centralized hub due to its transmission range of 10 miles. This range is crucial in a tactical environment where there is a need to communicate over a wide area.

X. List of any sources that expressed, in writing, an interest in the acquisition.

The following vendors expressed interest in this requirement:

L3Harris Technologies, Inc.

Blue Tech, Inc.

Sterling Computers Corporation

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

If new tactical air-to-ground radio products become available and will seamlessly operate within the existing USAF radio infrastructure, those items will be considered for future purchases.
