Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.
II. DESCRIPTION OF ITEM OR SERVICE
The Computational Fluid Dynamics Division, Code 87, is being tasked with accurately predicting data to support the submarine design and analysis program. These programs require robust, accurate tools with the capability for high throughput to support the aggressive deadlines of an acquisition program. Generating a high quality mesh is crucial in obtaining reliable solutions to ensure numerical stability. Boxermesh software is capable of delivering fast solutions to meet the time-critical milestones required the tight deadlines also allow little time for backtracking with other software or complicated installation or delivery processes. This request targets the renewal of an established piece of software that is integral to the analysis progression. The purchase covers a oneyear floating network license of BOXERmesh software and the associated Prism file-format conversion tool.
The estimated dollar value is $19,241.00. and estimated delivery is July 29, 2024 for License Dates: Nov 1, 2024 to September 30, 2025. Cambridge Flow Solutions is the manufacturer of BOXERmesh and is located the United Kingdom as listed below:

An extensive market research was performed for major commercial gridding software packages. Evaluations are based on technical literature search and past & present in-house use of some of the software packages to the extent possible. While some of the packages cost less than the annual license for BOXERmesh, they failed to match the speed and accuracy thresholds that BOXERmesh produced. Carderock have been using BOXERmESH and it is for the best interest of the Government and save some resources if we will continue to use the same software and keep it compatible with existing system. Aside from this reason Cambridge Flow Solutions is the only company that develops BOXERmesh software and the sole distributor. The survey included the following:

2. Hexpress by Cadence CFD
3. GridPro by Program Development Company
4. ANSYS Meshing Tools by Ansys Inc.
5. CF-MESH+ by Cadence
In the past years at Carderock, BOXERmesh has been demonstrated to be capable of meshing fully-appended submarines) with a speed (both computational and human time), efficiency and mesh quality that no other packages surveyed can match. Compared to Pointwise and GridPro that have been found to take anywhere from one month up to few months to mesh a fully-appended submarine, BOXERmesh can finish the same task in a fraction of the time - a few days to one week at most, compressing the meshing time and saving a huge amount of cost for every and each submarine design we evaluate. Other packages like HexPress, Ansys and CFD-Mesh+ have either limited functionalities, mesh quality, pricing or conflicts of interest(e.g., Cadence CFD) on their parts having to aggressively market their own CFD solvers In addition, inasmuch as meshing is a critical part of an established QMS process, the amount of time required for multiple users to learn different brands of meshing software, verify and validate them for use within the program, and duplicating the evaluations for consistency would entail a heavy cost estimated more than $200K in the labor based on current ND-IV rates. The effort also would impose significant delays in delivering computational results.
Finally, the procurement of BOXERmesh in the past has proven extremely beneficial to the SSW, VPM, SSN-23, Columbia and Virginia Class programs, which require fast and accurate simulation results to support timely and informed design decisions by the technical warrant holders and various program offices at NAVSEA. Cambridge Flow Solutions is the only company that develops BOXERMesh software and the sole distributor.
