About this file

This is a Sole Source Justification and Approval document for a GSA task order procurement in accordance with RFFO GSAR 538.71.

The General Services Administration's Office of Strategic Communication (OSC) seeks to issue a sole source, firm-fixed-price task order to Gartner, Inc. for access to the Gartner for Communications Leaders platform and associated advisory services. The order will be issued under GSA Multiple Award Schedule Contract Number 47QTCA18D008L for one 12-month base period valued at $77,000, plus two optional 12-month periods valued at $84,700 and $93,170 respectively, totaling $254,870 across all periods. The Internal Acquisition Service Center (IASC) serves as the contracting activity. Required services include communications-specific research and best practices, direct consultation with subject-matter experts and industry leaders, benchmarking and diagnostic tools, guidance on change management and employee communications, communications measurement and analytics, reputation and stakeholder management resources, and emerging practices involving artificial intelligence and digital communications. The deliverables include six CLINs covering various Gartner for Communications Leaders licenses and team-leader positions.

The justification is based on GSAR 538.7104-3(b)(ii), asserting that only Gartner is capable of providing the required supplies or services at the level of quality because the services are unique or highly specialized. Market research confirmed that Gartner provides the only integrated suite of communications-focused research, advisory services, benchmarking, diagnostics, and decision-support tools available through reviewed GSA Schedule vendors and other acquisition channels. The contracting officer determined the anticipated task order represents the best value consistent with FAR 2.101, and price reasonableness was evaluated at the order level in accordance with Federal Supply Schedule ordering procedures. The justification was signed by Contracting Officer Representative Michael Cirillo and Contracting Officer Jeaneen Monroe on September 15, 2026.
