REGION 4 JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE

FAR 6.302-1 and 6.302-2

FAR 13.106-1(b) and 13.106-3(b)(3)(i)

Description of Services and/or Supplies:

The Region 4 Project Management Division is seeking Dale Carnegie doing business as

Business Innovation Partners Georgia LLC to provide two (2) Virtual 2 day courses for up to fifteen (15) associates each on High Impact Communications for Project

Managers (From an Owner’s Perspective) training courses. This training is required for

Project Managers to enhance skill sets, obtain CLPs to maintain FAC – P/PM certification status and also benefits Architects and Engineers staff, who can obtain

CEUs

Dale Carnegie can provide a governmental project management building owner’s perspective training and development course that includes specific tools and strategies that are requested such as:

• A customized approach designed to increase each project manager’s ability to communicate needed insights in key areas from a building owner’s perspective. This approach creates a baseline of performance for each person, provides an interactive and fun team building experience, and utilizes their recorded presentations to review along with one-on-one coaching for immediate insights. Three key communication tools (Storytelling, Selling Change and Leadership Lesson) allow for transferable tools into their presentations to build greater skill sets, increase credibility and leadership presence.

The training is to be conducted on August 15-16,2022 and August 29-30, 2022. These courses will be virtual. GSA will arrange appropriate training space and audio-visual equipment based on instructor’s specifications and mutual agreement between both parties.

In accordance with FAR 13.106-1(b), the following justification is hereby provided for soliciting from a single source:

The requested training from a building owner’s perspective is available from only one source and competition is precluded for the reasons indicated below. There are no substitutes available for this training. An extensive search of Google and GSA e library failed to identify any company other than Dale Carnegie that was capable of delivering the requested training. Many sources were restrictive in their offerings or did not provide the required customized course topics or requirements from an owner’s perspective.

Support for Justification - what is unique about the supply/service OR what makes this urgent

The training provided by Dale Carnegie is given from an Owner's Perspective to Project

Managers. Additionally, High Impact Presentations is a necessary tool that will make a marked difference in business results for project managers which will aid Project

Managers to see measurable gains in better communication and enhanced personal and agency image. As Dale Carnegie has provided a Project Mastery Leadership course to GSA's Project Managers previously, the development of this course will build upon those skills already introduced

In order for employees to obtain the knowledge, skills, abilities, and tools to meet requirements for project managers from an owner’s perspective and established completion deadlines, extensive research indicates Dale Carnegie is the only vendor that can successfully meet all constraints. They offer professional development courses and programs for Project Managers, Architects and Engineers.

Statement of action, if any the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Public Building Services (PBS) will continue to stay abreast of the training offered from other sources and select those trainings that address the widest range of competencies and align with the Organizations goals of operating cost reduction.
