About this file
This is a Single Source Justification form from the U.S. Fish and Wildlife Service for the purchase of Pig Brig traps under the Simplified Acquisition Threshold (SAT). The refuge requires 12-15 portable traps to eradicate feral pigs from two fenced conservation units totaling 3,700 acres in a steep, remote area with limited access and challenging terrain conditions.
The justification indicates that from 2021-2024, APHIS tested four trap types, with the Pig Brig Trap proving most efficient. Each trap costs $2,700 and must be delivered by September 30, 2024. Market research confirmed that Pig Brig Trap Systems is the sole manufacturer with no other distributors, as traps must be purchased directly from them. The procurement is deemed fair and reasonable based on comparison with other trap types ranging from several hundred to several thousand dollars, with these traps offering long-term staff time savings. The form is signed by Program Officer Springer Kaye on June 28, 2024.

| Text3: An internet search was conducted to identify whether there were any competitors making similar traps, and other agencies conducting pig trapping were queried, no other manufacturers were identified. The manufacturer confirmed that they have no distributors--all traps are purchased directly from the manufacturer. | |
| Text2: From 2021 to 2024 we contracted with APHIS to test the efficacy of four different trap types that were being considered for use on the refuge. The majority of pigs were caught in the Pig Brig Trap, and the Pig Brig was shown to be very portable, making it the most efficient tool for the job. An internet search was conducted to identify whether there were any competitors making similar traps, and none were identified. The manufacturer confirmed that they have no distributors--all traps are purchased directly from the manufacturer. | |
| Text1: The Refuge has received funding to eradicate feral pigs from two fenced conservation units totaling 3,700 acres in a steep, remote area with very limited road/trail access. Due the large acreage, lack of road access, rocky (lava) substrate, and dense forest, the project requires a trap that is portable on foot, requires no remote trigger (no cell service available; continuous/passive capture); and that can make use of available trees where lava prevents posts from being set without heavy equipment. We estimated the need for 12-15 traps to be active simultaneously in each unit, based on experience in other fenced units. | |
| Text4: The refuge will research whether novel traps or new manufacturers of similar passive-capture traps have come into the market prior to any future purchases. | |
| Text6: There are no ready comparables since this is a unique type of trap. At $2700 each, the traps are within the budget for the grant award. Compared with other trap types ranging from several hundred to several thousand dollars, these traps are a more efficient use of staff time, resulting in long term savings. | |
