About this file
This document is a Justification for an Exception to Fair Opportunity issued by the Department of the Navy's Office of Naval Intelligence (ONI) for a sole-source procurement of maintenance and extended warranty services for specific information technology destruction devices. The procurement is for a one-year support plan from Data Security, Inc. for four proprietary devices: CR-4KR Solid State Media Cracker, LM-1 Degausser, DX-8 Destruction Device, and SSMD-2mm Solid State Media Disintegrator.
The services include one-year extended warranty coverage, on-site preventative maintenance visits, repair services, and support for consumable parts. Data Security, Inc. is the exclusive original equipment manufacturer and the only authorized provider of maintenance and warranty support for these devices, which are critical for securely destroying classified and sensitive media. Market research conducted on GSA Advantage, DLA FedMall, and through vendor outreach confirmed no alternative sources exist. The procurement is necessary to ensure continued operational readiness and compliance with federal information destruction security mandates, with future acquisitions to include periodic market research to identify potential alternative service providers.
