About this file

This is a Sole-Source Justification for an Acquisition under the Simplified Acquisition Threshold for a Commercial Product or Service (Reference: 68HERW26P0322).

The Environmental Protection Agency (EPA) is acquiring Teledyne ISCO GLS Compact Composite Samplers with accessories and inclusions from Gripp, Inc., located at 17322 Westfield Park Road, Westfield, Indiana 46074 (point of contact: Keith Hicks, 317-502-2353). The acquisition includes five samplers, five low-flow stainless steel strainers, five vinyl suction lines, five tubing couplers, ten Nickel-Cadmium rechargeable batteries, five battery chargers, ten 2.5-gallon polyethylene bottles, two discharge tubing units, one 4-20 mA input interface, and one day of training on GLS sampler startup and use. The estimated price is redacted, with delivery required by October 4, 2026. The justification identifies two specific limiting characteristics: the 4-20 mA input interface for the GLS Sampler and the one-day training on GLS sampler startup and use. Gripp, Inc. is the sole authorized exclusive Teledyne ISCO Sales Representative and Distributor for territories throughout Indiana, Kentucky, and Ohio, including Hamilton County in the Greater Cincinnati metropolitan area.

Market research was conducted through a notice of intent to sole source posted on August 19, 2026. Four responses were received, but all were determined non-responsive: three submissions lacked capability statements (providing only price quotations), and one submission included only a generic company brochure rather than a tailored capability statement. The Contracting Officer, Keith Pfeffer, certified on September 4, 2026, that the facts support sole source award to Gripp, Inc. as the appropriate acquisition method based on the absence of alternative sources capable of fulfilling the totality of requirements.
