About this file

This document is a sole source justification for the modification and extension of contract 140D0420C0106 to provide technical assistance and training (TTA) services for Region 8 Head Start programs. The Department of the Interior, through its Interior Business Center Acquisition Services Directorate, intends to exercise an option to extend the existing contract held by an unknown vendor for four additional months. The services provided under the contract include research-informed resources and practices to assist Head Start programs in safely reopening and operating during the COVID-19 pandemic in accordance with CDC and local health guidelines. The four-month extension is justified as an unusual and compelling urgency under FAR 13.501(a)(1)(ii) to ensure continuity of mandated TTA services that support infant and toddler development and the health and safety of staff, families, and children.

CONTRACT # 140D0420C0106

6. A description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.

The follow-on competitive award currently under protest for Region 8 TTA support was conducted using full and open competitive procedures under FAR Part 15. The Government’s intent to extend the BAH contract for an additional four (4) months during this protest performance stay will be publicized on beta.SAM.gov in accordance with FAR 5.201(b)(1) and FAR 13.501(a)(1)(iii).

7. A determination by the contracting officer that the anticipated cost to the

Government will be fair and reasonable.

The Contracting Officer (CO) will compare pricing submitted by BAH for this four-month extension against the pricing already established on this sole source contract to ensure extension pricing is fair and reasonable.

8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.

Market research was not conducted since this extension will be executed via a modification under the existing sole source bridge contract with BAH.

9. Any other facts supporting the use of other than full and open competition, such as:

AQD policy 6900-058 - Option to Extend Services, effective October 1, 2015, states that if FAR 52.217-8 was included in the award, but the price and performance period were not evaluated prior to award, the clause may be executed only after the CO completes an approved Justification and Approval (J&A) for limited competition in accordance with section 7.4 of the policy.

OHS has an urgent need for the continuation of mandated TTA services in Region 8.

Relationships and continuity are key to infant and toddler development. As Head Start programs in Region 8 prepare to open their doors and welcome back babies and their families, they need the services provided by the TTA contractor and its TTA specialists to assist with the development of strategies to ensure a smooth transition. For programs providing in-person services, the health and safety of staff, families, and children is of the highest priority. Head Start programs must adhere to guidance from the Centers for Disease Control (CDC) and local health officials, but these agencies are not familiar with Head Start Program Performance Standards and its unique requirements. TTA Specialists, armed with research and science-informed resources and practices for caring for children during the COVID-19 pandemic, are key to the safe and successful reopening and operating of Head Start and Early Head Start programs.
