About this file

This document is a Sole Source/Brand Name Justification for Wi-Fi and cable services at the Blakeslee Air Force Recreation Area (BAFRA) in Kure Beach, North Carolina. The contract, issued by the 4th Contracting Squadron, will be awarded to Charter Communications Operating, LLC for $175,286.01, covering a base contract and three option years plus a six-month extension. After surveying ten potential vendors, the contracting activity determined that Charter Communications is the only vendor capable of providing the required in-ground wiring internet and cable services without satellite dish installation.

The justification highlights that nine vendors were unable to meet the specific service requirements, and an intent to sole source was posted on SAM.gov between June 15-25, 2025, with no competitive responses. The contract includes provisions for internet, Wi-Fi, and cable television services, involving installation, maintenance, and infrastructure upgrades. The document also notes that the requiring activity will conduct future market surveys to potentially introduce competition in subsequent contract periods, acknowledging the evolving nature of telecommunications service capabilities.

Contracting Activity:

4th Contracting Squadron/PKB

Project/Program Name:

Blakeslee Wi-Fi and Cable Services

Sole Source/ Brand Name Justification

Section A: General Contract Information

Purchase Request Number:

SEYMF50049

Estimated Cllil:including Options:

Section B: Description of the Supplies/Services Required

This requirement is for the provision of commercial and non-satellite Internet, Wi-Fi Internet access, and cable television services at

Blakeslee Air Force Recreation Area (BAFRA), Kure Beach, North Carolina. It includes, but may not be limited to, the provision, installation, and maintenance of all equipment, tools, material, labor, and work necessary to provide and/or upgrade existing infrastructure, connections, and/or access points needed for the provision these services.

Section C: Justification for Soliciting from a Single Source he service subject to this requirement is to be delivered via in-ground wiring and without the use and/or installation of satellite ishes. Only one contractor is capable of providing this service to the performance location without the use and/or installation of atellite dishes and/or similar structures.

Section D: Efforts to Obtain Com etition A survey of potential vendors that provide Internet, Wi-Fi and cable service to the general area of the performance location was conducted, revealing ten potential vendors. All ten businesses were contacted. Nine of the vendors were identified as not capable of providing the service, as they either did not provide services for the performance location or their services would require installation of multiple on-site satellite dishes. Further, an intent to sole/single source this requirement was posted to SAM.gov between 15 through 25 June 2025 resulting in zero responses further indicated Charter Communication Operating, LLC, is the only source capable of fulfilling this requirement at this time.

Section E: Steps to Preclude Future Single Source Awards

In order to preclude the necessity for future sole source acquisition of the requirement, an additional survey of industry capabilities and potential vendors, service capabilities, and service coverage areas will be assessed. As industry vendors demonstrate continually expanding/changing service and service coverage capabilities, it is feasible to assume future sole sourcing of this requirement will not be necessary. Additionally, as industry technology evolves, the requirement will also be re-assessed prior to future acquisition, as industry advances may result in additional, acceptable means of service delivery (i.e., other than in-ground wiring) that may further preclude the necessity of sole source acquisition.

Section F: Manufacturer/Contract information

A quote was received on July 7, 2025, for covering a base contract and four option years. The award, however, will be for

$175,286.01, comprising the base, three option years, and a six-month extension.

As previously referenced, prior to future re-acquisition, industry capabilities and market survey shall be conducted by the requiring activity to preclude the necessity for future sole source acquisition of this service requirement.

Section F: Contracting Officer Determination

I have determined that the circumstances of this award action deem only a single source is reasonably available.
