About this file

This document is a Sole Source Justification (SSJ) for the U.S. Secret Service (USSS) to award a sole source contract using simplified acquisition procedures for EnforceAir Systems Hardware and Software Maintenance. The proposed contractor is D-FEND SOLUTIONS AD INC, a small business, for a 12-month period of performance.

The USSS intends to award this sole source contract because D-Fend Solutions AD Inc. is the sole developer, manufacturer, and provider of the EnforceAir Systems in North America, and only they can provide the required software and hardware maintenance services. If these maintenance services are not obtained, the USSS's counter-unmanned aircraft systems may become faulty, putting their protective mission at risk. The USSS conducted market research and concluded that D-Fend Solutions AD Inc. is the only capable provider. The anticipated contract cost is deemed to be fair and reasonable based on comparisons to previous purchases and an Independent Government Cost Estimate.
