About this file
This is a Justification & Approval document for a sole source procurement prepared in accordance with FAR 6.302-1. The General Services Administration's Public Buildings Service, through its Acquisition Project Delivery Contracting Division Western Branch C (PQCC), is procuring two critical electrical switches for the Eagleton Courthouse: one 1600A, 3P, 600V, BPO3616E bolted pressure switch and one 2000A, 3P, 600V, BPO36201 bolted pressure switch. The Independent Government Estimate for this procurement is $50,000.00. These specialized switches are integral components of the courthouse's main power distribution system and are no longer manufactured new, classified as obsolete by original equipment manufacturers.
The sole source award to Electric Power Systems International, Inc. (58 Progress PKWY, Maryland Heights, MO 63043; Unique Entity ID: T8MKNQKK4JZ4) is justified because they are the only known vendor capable of supplying refurbished, fully functional replacements for these exact, discontinued components. Extensive market research including searches on GSA Advantage, inquiries with major electrical equipment distributors, review of industry databases, and consultation with internal GSA subject matter experts confirmed no other sources exist for these obsolete switches. The agency experienced significant operational disruptions during the 2025 annual building shutdown when attempting to restore power, highlighting the critical vulnerability of lacking readily available spare parts. The Contracting Officer approved this sole source justification on March 23, 2026, determining it represents best value given the critical nature of the requirement and unique availability of these components. The agency plans to mitigate future competitive restrictions by monitoring component availability and incorporating the obsolescence of these critical components into long-term capital planning and building modernization projects.

JUSTIFICATION & APPROVAL
Prepared IAW FAR 6.302-1
(1) Identification of the agency and the contracting activity:
U.S. General Services Administration, Public Buildings Service, Office Acquisition Management, Acquisition Project Delivery Contracting Division Western Branch C (PQCC)
(2) Nature and/or description of the action being approved:
The General Services Administration, Public Buildings Service, requires the purchase of two critical electrical switches for the Eagleton Courthouse: one 1600A, 3P, 600V, BPO3616E bolted pressure switch and one 2000A, 3P, 600V, BPO36201 bolted pressure switch. This procurement is being conducted via sole source, in accordance with Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
(3) A description of the supplies or services required to meet the agency’s needs
(Including the estimated value):
The requirement is for the procurement of one (1) 1600A, 3P, 600V, BPO3616E Bolted
Pressure Switch and one (1) 2000A, 3P, 600V, BPO36201 Bolted Pressure Switch.
These specific switches are integral components of Eagleton Courthouse's main power distribution system.
The Independent Government Estimate (IGE) for this procurement is $50,000.00.
(4) The authority and supporting rationale, and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service:
This sole source procurement is authorized under FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
These specialized bolted pressure switches are essential for the main power distribution system at the Eagleton Courthouse. The maintenance department experienced significant operational disruptions during the 2025 annual building shutdown when attempting to restore power after electrical cabinet cleaning. This incident highlighted a critical vulnerability: the lack of readily available spare parts for these legacy electrical components. Without on-hand replacements, future power restoration efforts risk prolonged building downtime, severely impacting courthouse operations.
Extensive market research has confirmed that these specific switch models (BPO3616E and BPO36201) are no longer manufactured new and are considered obsolete by original equipment manufacturers. After thorough investigation into available alternatives, it was determined that Electric Power Systems International, Inc. is the only known vendor capable of supplying refurbished, fully functional replacements for these exact, obsolete components. Their specialized expertise and inventory for these discontinued "brand of switches" (as they are referred to in the original draft) make them uniquely qualified to meet this critical and immediate agency need.
The proposed contractor is:
Electrical Power Systems International, Inc.
58 Progress PKWY Maryland Heights, MO 63043 Unique Entity ID: T8MKNQKK4JZ4
Awarding this requirement to Electric Power Systems International, Inc. (EPSI) ensures the timely acquisition of compatible, critical components necessary for the uninterrupted operation of the Eagleton Courthouse.
(5) A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 6.302-1
Consistent with FAR 6.302-1, the Contracting Officer has determined that a sole source award to Electric Power Systems International, Inc. represents the best value to the
Government given the critical nature of the requirement and the unique availability of these obsolete, refurbished components. Electric Power Systems International, Inc. is a registered entity in SAM.gov, ensuring they are eligible for federal awards and can expediently provide the necessary critical components. The contractor's proposed price will undergo a comprehensive comparative analysis against the Independent
Government Estimate (IGE), current market rates for similar specialized components, and any available historical pricing data to ensure fair and reasonable pricing.
(6) A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted:
Extensive market research was conducted to identify potential sources for the required 1600A and 2000A bolted pressure switches. This research included:
• Searches on GSA Advantage and other federal supply schedules.
• Inquiries with major electrical equipment distributors and manufacturers.
• Review of industry databases for suppliers of specialized and refurbished electrical components.
• Consultation with internal GSA subject matter experts familiar with Eagleton
Courthouse's electrical infrastructure.
This comprehensive market research unequivocally determined that Electric Power Systems International, Inc. is the sole vendor identified that carries the specific refurbished, obsolete BPO3616E and BPO36201 bolted pressure switches required.
Other options considered included allowing the Eagleton Courthouse's Operations & Maintenance (O&M) Contractor to procure these switches under their existing task order. However, this approach was rejected as it would introduce significant markups and administrative costs from the prime contractor, ultimately increasing the cost to the Government without adding value.
(7) Any other facts supporting the justification:
None
(8) A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
The agency recognizes that reliance on obsolete components presents a long-term operational risk and limits future competition. To mitigate this, GSA will:
• Monitor Component Availability: Continuously monitor the market for alternative compatible components or new manufacturing sources for these specific switches, should they become available.
• Long-Term Planning: Incorporate the obsolescence of these critical electrical components into future capital planning and building modernization projects for the Eagleton Courthouse. This will include exploring options for upgrading the main power distribution system to utilize currently manufactured, readily available equipment, thereby promoting full and open competition for future acquisitions.
