About this file

This is a FAR Part 12 Justification and Approval document for simplified procedures on commercial items.

The 179th Airlift Wing Communications Squadron (179 CW/CS), as the requiring activity, seeks to award a bridge Firm-Fixed Price contract on a sole source basis to Cartridge Technologies, Inc. (CTI) for the continued lease and service of Multi-Functional Printer Devices (MFD) at Mansfield Air National Guard Base in Ohio. The requirement encompasses equipment, maintenance, and supplies critical for daily operations and mission support. CTI was the incumbent contractor under Defense Logistics Agency (DLA) contract SP7000-25-F-0416, which expired after the base year and four one-year option periods plus a six-month extension. The DLA declined to execute a follow-on agreement due to funding constraints, and CTI plans to remove all equipment within 30 days of contract expiration. A DLA memorandum dated April 2, 2026, authorized the Department of War to use local contracting resources to maintain these essential services. The period of performance is May 1, 2026, through August 31, 2026. The 179 Messaging Squadron/Materiel Support Center (179MSG/MSC) intends to award a firm-fixed price purchase order under RFO 12 simplified acquisition procedures.

The justification for sole source award cites CTI as the only responsible source due to the incumbent contractor's unique knowledge of operational requirements and network infrastructure at Mansfield LAHM. Switching vendors would result in substantial cost duplication and unacceptable service gaps during equipment replacement, network integration, and staff training. Although market research indicates other commercial vendors could provide similar services, retaining CTI ensures continuity of critical printing services while a long-term competitive contract is being developed. The Contracting Officer projects issuing a competitive solicitation for the follow-on requirement on or about May 20, 2026. Price reasonableness will be determined in accordance with RFO 12.204(a) and D-RFO 212.204(a).

FAR Part 12 Justification and Approval Simplified Procedures for Certain Commercial Items

1. Requiring Activity: 179 CW/CS

2. Contracting Activity: 179 CW/MSC

3. Description of Action: This document approves the award of a bridge Firm-Fixed Price contract, on a sole source basis to Cartridge Technologies, Inc. (CTI) for the continued provision of Multi-Functional Printer Device (MFD) lease and associated service, including equipment, maintenance, and supplies for Mansfield LAHM, Ohio These services are critical for daily operations and mission support. This justification is made on an Individual basis.

4. Description of Supplies/Services: The Government had a contract with CTI, Inc., (Contract #:SP7000-25-F-0416) for the provision of multi-functional printer devices lease and associated services to include equipment, maintenance, and supplies across multiple179th and 200RHS locations. This contract was awarded by the Defense Logistics Agency (DLA) to CTI as a base year with four (4) one-year option periods and a six (6) Months extension IAW 52.217-8. The current contract has expired. DLA reports that a follow-on agreement was not reached due to funding constraints. Per the contract terms and conditions, CTI intends to remove all equipment within 30 days, leading to an immediate loss of printing capabilities.

However, a DLA memo dated 2 April 2026 authorizes the Department of War (DoW) to use local contracting resources to retain these essential services to ensure there is no disruption in service. The proposed action is to procure the lease for continued multi-functional printer device services, including the equipment, maintenance, and supplies for Mansfield LAHM (See attachment 1 for specific printer location details). These services are critical for daily operations and mission support for Mansfield LAHM. The period of performance for this requirement is 1 May 2026 to 31 August 2026.

179MSG/MSC intends to award a firm-fixed price purchase order using the procedures of RFO 12.

5. Authority Cited: Pursuant to Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(a), if the acquisition is under the Simplified Acquisition Threshold (SAT), the Contracting Officer (CO) shall document the decision that only one source is available and the basis for that decision. This requirement is valued at The CO considered the acquisition history, government risk, and most logical solution in the best interest of the government.

6. Reason for Authority Cited: CTI is the incumbent contractor, and an award to any other source would result in substantial duplication of costs and unacceptable delays in fulfilling the agency's needs.

The procurement of these services is a logical follow-on to the lease of printers already in place by CTI via the DLA contract that has lapsed. CTI has already incurred significant costs for equipment acquisition and installation across Mansfield LAHM and possesses unique, intimate knowledge of the operational requirements and network infrastructure. Transitioning to a new contractor would necessitate a lengthy and disruptive period for equipment replacement, network integration, and training, leading to a loss of essential services and creating significant inefficiencies, while the government would bear the unnecessary financial burden of this redundant process. Therefore, retaining CTI ensures a seamless and uninterrupted continuation of service, leveraging their existing infrastructure and deep familiarity with Mansfield LAHM's needs.

7. Efforts to Obtain Competition: This requirement is being sole sourced to the incumbent contractor, CTI, to serve as a bridge contract, ensuring uninterrupted service until a follow-on contract is executed by DLA. Although market research shows other commercial vendors could offer similar services, switching to a new provider would lead to significant service gaps and substantial cost duplication for the

Government. Therefore, CTI is identified as the only responsible source capable of meeting the immediate need in the most economical and efficient manner, preventing a lapse in critical services while a long-term, competitive contract is being developed and awarded.

8. Actions to Increase Competition: This action is strictly necessary to provide the Government sufficient time to solicit, evaluate, and award a long-term competitive solution following DLA termination of printer leases for the wing. The Government remains committed to fostering competition.

To increase competition for the follow-on effort, the Program Office is actively engaging with industry via Sources Sought to identify capable sources and remove barriers to entry. A competitive solicitation for the long-term requirement is projected to be issued on or about 20 May 2026.

9. Market Research: This requirement is being sole sourced to the incumbent contractor, CTI, to serve as a bridge contract, ensuring uninterrupted service until a follow-on contract is executed by DLA.

Although market research shows other commercial vendors could offer similar services, switching to a new provider would lead to significant service gaps and substantial cost duplication for the Government.

Therefore, CTI is identified as the only responsible source capable of meeting the immediate need in the most economical and efficient manner, preventing a lapse in critical services while a long-term, competitive contract is being developed and awarded..

10. Technical and Requirements Certification: I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.

Preston Beach Policy and Plans

11. Fair and Reasonable Cost Determination: It is in the best interest of the Government to award a sole source contract to CTI as a logical follow-on. This action will ensure the continuity of critical printing services at Mansfield LAHM and avoid significant mission disruption. Price reasonableness of a resulting award will be determined IAW RFO 12.204(a) and D-RFO 212.204(a).
