About this file
This is a Single Source Justification (Simplified Acquisition) document for a federal contract opportunity.
The 52 Fighter Squadron Security Forces (SFS) at Spangdahlem Air Base requires a SMASH Fire Control System package valued at $118,730.00, comprising the SMASH X4, SMASH 2000L, a 12-month set of spare parts, and SMASH CAST software. The contracting activity is 52 CONS/PKB, with Purchase Request/Local ID Number F3W3176072A001. The justification supports single-source acquisition from Smart Shooter Inc., the sole developer, manufacturer, and provider of the proprietary SMASH family of fire control systems. The system possesses unique qualifications essential to government needs, including predictive tracking software and seamless integration with the Android Team Awareness Kit (ATAK) network—capabilities critical for countering small unmanned aerial system (sUAS) threats that no competing manufacturer currently provides.
Market research conducted through review of higher-level government directives, historical contract data analysis, and direct manufacturer communication concluded that no other products meet the government's minimum needs. An approved HQ USAFE-AFAFRICA Tier-1 Waiver formally supports this determination. The contracting officer, Alexis Poore (SrA), made the determination on March 19, 2026, that only a single source is reasonably available per FAR 13.106-1(b)(1). The 52 Fighter Wings Security Forces Squadron will continue market research to identify emerging competing technologies that could enable future competitive acquisition while ensuring selected items remain non-restrictive and provide best value solutions.

The 52 SFS has a requirement for a SMASH Fire Control System to include the SMASH X4, SMASH 2000L, 12-month set of spare parts, and SMASH CAST. The items need to be delivered to Spangdahlem Air Base.
This system possesses unique qualifications essential to the Government's minimum needs, including predictive tracking software and the ability to seamlessly integrate with the Android Team Awareness Kit (ATAK) network. These capabilities are critical for effectively countering sUAS threats. No other known manufacturer produces a system with these specific and essential technical attributes. This conclusion is formally supported by an approved HQ USAFE- AFAFRICA Tier-1 Waiver for this requirement. Smart Shooter Inc. is the sole developer, manufacturer, and provider of the proprietary SMASH family of fire control systems. Therefore, only Smart Shooter Inc. possesses the unique qualifications to satisfy the agency's needs.
Offers will be solicited directly from the manufacturer, Smart Shooter Inc. Market research was conducted through a review of higher-level Government directives (an approved USAFE-AFAFRICA Tier-1 Waiver), analysis of historical contract data, and direct communication with the manufacturer. The research concluded that the market for this specific capability is limited to a single source, Smart Shooter Inc., and that no other products meet the Government's minimum needs.
The United Air Force 52 Fighter Wings Security Forces Squadron at Spangdahlem will continue conducting market research to identify items required to support their mission and to determine if new, competing technologies emerge that
