About this file
This document is a Justification for Single Source Award from the Department of Veterans Affairs for parking validations. The VA Pacific Islands Health Care System's Gastroenterology Clinic at Kuakini Medical Center requires 480 transient parking validations (1-3 hours), 24 daily employee parking validations, and 4 monthly employee parking validations per month for 12 months, with 4 option years. Due to the specific location requirements (within three blocks, secured, ADA-compliant, with 6 a.m. to 6 p.m. operations), Kuakini Medical Center is the only parking provider that meets the criteria. Market research, including a sources sought notice on SAM.gov from October 29 to November 5, 2024, confirmed no other vendors could provide parking within the specified parameters. The acquisition is being pursued under simplified acquisition procedures with a total value under the Simplified Acquisition Threshold of $250,000.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source
Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID# 36C261-26-AP-0411
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C261-26-AP-0411
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office
(NCO) 21, VISN 21, VA Pacific Islands Health Care System, Specialty Care, Gastroenterology Clinic at Kuakini Medical Center, 347 N. Kuakini Street, Honolulu, HI 96817.
2237: 459-26-1-757-0001
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA Pacific Islands Health Care System Gastroenterology Clinic has no parking space at Kuakini Medical Center for staff or patients. The station is requesting 480 transient parking validations (1-3 hours), 24 employee daily parking validations, and 4 monthly employee parking validations per month for 12 months, plus 4 option years.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Statement of Work (SOW) outlines the criteria required for the parking spaces/facility, which are:
a. No more than a three-block radius of distance away from the VA Gastroenterology Clinic.
b. Hours of operation: 6 a.m. to 6 p.m.
c. The parking facility must be secured and ADA-compliant.
Due to the location of the medical facility in Oahu, the only parking available that meets the above requirement is the parking that can be provided by Kuakini Medical Center, the memorandum of agreement between the VA and the medical center does not inluce parking as part of the agreement and so it is necessary to acquire parking validations to ensure patients and staff can access the facility.
4. Description of market research conducted and results or statement why it was not conducted: A survey of public parking garages and lots found that none meet all the criteria of the Statement of Work. From a survey of private parking garages and lots, Kuakini Medical Center is the only source that meets all the criteria required. A search of the Federal Procurement Data System using the keyword “parking” resulted in multiple contracts awarded by the Department of Veterans Affairs for medical centers across several Veteran Integrated Service Networks (VISNs). A sources sought was posted on SAM.gov from October 29 to November

5, 2024 and did not result in responses from vendors that were capable of providing parking within 3 blocks of the Kuakini Medical Center.
