About this file
This document is a Sole Source Justification for the National Science Foundation's (NSF) requirement to negotiate a purchase order with The Expo Group for custom exhibit booths and setup services for the Society for Neuroscience (SfN) conference from October 5-9, 2024. The total estimated cost is $33,928.50. NSF determined that The Expo Group is the only responsible source that can meet the requirements, as they maintain the specialized materials and core structure for the NSF booth. Other vendors lack access to this equipment and would need to recreate the booth structure at a higher cost. The Expo Group's past performance also meets NSF's requirements. The SfN conference is critical for NSF to connect with the neuroscience community, broaden participation, and discuss advancements in the field, making The Expo Group's services essential. This Sole Source Justification provides the rationale for an exception to the requirement for competition under FAR 13.106.

SOLE SOURCE - SIMPLIFIED ACQUISITIONS
NATIONAL SCIENCE FOUNDATION
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
I recommend that NSF negotiate with The Expo Group /SFN only for custom exhibit booths and set-up.
I have reviewed other products/services to identify other vendors which might meet NSF’s requirements through one of the following methods: (check those that apply)
GSA Schedule X Open Market Price Lists Previous requirements Other ______________________
FAR 19.502-2 requires award to Small Business for supplies or services with an anticipated dollar value exceeding $2,500. If applicable specify why award is being recommended to other than a Small Business.
X No other Small Company can supply the equipment or service The Company does not have a small business distributor that can supply the equipment or service GSA schedule does not provide the equipment or service from small business Other ______________________________________
The total estimated cost, including shipping and handling (if applicable), of this effort is $33,928.50 and the period of performance or lead-time for delivery or start date is October 5-9, 2024.
This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons:
(List the reasons supporting the justification with most significant reason listed first and others in descending order of importance. Include other vendors which were considered, what did the other vendors lacked, the unique capability of the selected vendor (past performance), compatibility reasons (quality), and basis for urgency (if applicable)
Other vendors lack the materials and core structure for putting together the NSF Booth. There is a large circular signage that NSF uses at the top center of the structure. The Expo Group maintains this equipment and other vendors will not have access to the structure. Recreating a new NSF structure will cost a lot of money. It’s cost effective to continue using the Expo Group.
The Expo Group’s past performance meets the NSF Requirement.
1. The Society for Neuroscience conference (SfN) only allows the services of: The Expo Group for this requirement.
2. The SfN conference is attended by over 30K people annually and used for outreach to connect the neuroscience community, broaden participation by connecting with underrepresented groups, and is used to discuss the latest advancements in neuroscience.
3. NSF is tasked with keeping the US at the leading edge of discovery in a wide range of scientific areas. The SfN conference is well represented by all the directorates. NSF Program Directors meet with students, postdocs, researchers to discuss funding opportunities and while at this conference NSF staff serve as Ambassadors for the NSF by discussing career opportunities.
4. Materials are displayed by each directorate and handouts are provided. A video of NSF funded research is displayed on a monitor. Each contributing directorate/division will submit a separate requisition to cover portions of the booth costs.
The NSF supports “high risk, high pay off” ideas, novel collaborations and numerous projects that may seem like science fiction. NSF ensures reach is fully integrated with education so that today’s revolutionary work will also be training tomorrow’s top scientist and engineers.
