JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
SIMPLIFIED ACQUISITION PROCEDURES (SAP) FAR 13.106-1(b)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER. WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. Do not use marketing language in this document. Language such as “This company has made its mark,” “This company is recognized as industry’s best,” and “This company is the leader in…” is unacceptable.

U.S. Coast Guard Aviation Technical Training Center Elizabeth City, USCG Aviation Training Center Mobile Contracting Office. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION, pursuant to FAR Subpart 6.3, whereby “Only one Responsible Source and No Other Supplies of Services Will Satisfy Agency Requirements” in accordance with FAR Subpart 6.302-1(c)
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE.
One VR Classroom Hardware Training Station Package is required to instruct ATTC AMT “A” School students properly on the Application and Removal of Organic Coatings IAW AFT 1-1-8.
As an integral part of AMT “A” School, an AMT “A” School student is required to PAINT aircraft components IAW AFT 1-1-8 and RPQ 4.2.2 of AMT “A” SCHOOL VIRTUAL PAINT PERFORMANCE TEST CHECKLIST. (see ATTC “A” School documentation for further details)
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER
SUPPLIES OR SERVICES CAN BE USED.
ATTC currently is using two VP3D paint simulators. Using this system will eliminate any disparities between the two current systems and a third from a different brand. If we utilize a different brand, ATTC will be required to re write current course curriculum, lesson plans, instructor guides, student guides as well as creating two separate testing standards.
A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT QUOTATIONS OR OFFERS ARE SOLICITED FROM AS MANY
POTENTIAL SOURCES AS PRACTICABLE (INCLUDE YOUR MARKET RESEARCH EFFORTS HERE).
Based on the Market research results for vendors capable of providing VR classroom hardware training station packages includes a total of 1 vendor for this specific brand. There are other venders on GSA Schedules for other VR paint training products that do not meet the training needs of ATTC.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES.
VP3D system is only available from one source. This brand is proprietary to Virtual Paint Products, and they are the sole provider of software, licenses, and technical support.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL
AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
ATTC Currently utilizes 2 VP3D paint simulators from Virtual Paint Products. Other brands would require additional training for ATTC Instructors. Current testing standards would vary across two separate user interfaces, causing a disparity in grading standards. Additionally will require the re write of current course curriculum, lesson plans, instructor guides, student guides as well as creating two separate testing standards
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.
The government doesn’t anticipate to change systems. Changing systems would reduce the abilities to train students, and require additional training and update to course curriculum. Additionally adding a different system would cost the government to incur additional time and costs to operate and maintain.
