About this file
This document contains a justification and approval for a sole source award and the related federal contract opportunity notice. The Naval Supply Systems Command Fleet Logistics Center Puget Sound awarded a one-year base contract plus four one-year options to Fincantieri Marine Systems North America for preventative and corrective maintenance support of Isotta Fraschini engines on Mine Countermeasure-1 Class vessels. The services include program support, preventative maintenance, corrective maintenance, engineering support, and emergent repairs for the engines located on ships homeported in Sasebo, Japan and Manama, Bahrain. A sources sought notice received no other interested vendors, and no additional market research was conducted due to Fincantieri being the only responsible source able to provide the required supplies and services. The contract was awarded on March 3, 2022 for a total of $7,872,153.77.

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Puget Sound (FLC
PS)
2. Description of the Action Being Approved.
Award of an Indefinite Delivery/Indefinite Quantity contract on a sole source basis to Fincantieri Marine Systems North America (FMSNA) for preventative and corrective maintenance on the Isotta Frashcini (IF) engines installed on Mine Countermeasure-1 (MCM-1) Class vessels in support of Southwest Regional Maintenance Center (SWRMC) Performance Improvement Program (PIP). This approval is for one (1) twelve (12) month base period and four (4) optional twelve (12) month periods.
3. Description of Supplies/Services.
This acquisition is to provide preventative and corrective maintenance support, including engineering/technical support, and associated supplies/materials including consumables, repair parts, and replacement parts, for the IF ID36SS6V-AM engines on board multiple MCM-1 Class vessels. The homeports of the vessels are located in Sasebo, Japan and Manama, Bahrain. The duration of the proposed contract will be one base year plus four
(4) option years.
The services to be provided are as follows:
• Program Support
• Preventative Maintenance
• Corrective Maintenance
• Engineering Support
• Emergent Repairs
FMSNA is deemed the only responsible source. Under FAR 6.302-1(b)(1)(i) a sole source is authorized when there is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Sources Sought for the proposed contract was synopsized on the SAM.gov website on 31 August 2021, and left open for 15 days, no other vendors expressed an interest in this requirement. Additionally a pre-solicitation notice of the proposed contract action will be posted on SAM.gov prior to issuing the solicitation with the statement “all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency” in accordance with FAR 5.207(c)(16)(ii). No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than FMSNA to provide the required supplies and services.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable utilizing the appropriate methodology for the contract type.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NAVSUP FLC Puget Sound has no plans at this time to compete future contacts for the types of supplies covered by this document. If another potential source emerges, NAVSUP will assess whether competition for future requirements is feasible.
