About this file
This document is a Sole Source Justification Memorandum for a non-competitive procurement by the Naval Surface Warfare Center Carderock Division (NSWCCD). The procurement seeks engineering services from Seemann Composites LLC to support an initial concept design of a COLUMBIA APB Athwartship Mount, including preliminary design assessments, engineering calculations, numerical simulations, prototype fabrication, testing, and a white paper with recommendations. The justification is based on the contractor's unique qualifications from previous related work, specifically their prior contract (N00167-19-D-0002, delivery order N00167-19-F-0213) involving redesign of APB vertical mounts and composite mounting components.
The solicitation is a combined synopsis/solicitation for commercial items under FAR Part 13.106-1(b), with a notice of intent issued for this sole source procurement. The NAICS code is 541715 with a small business size standard of 1000. Interested parties may submit a capabilities statement by 9/24/2025 at 12 PM EST, though the government emphasizes this is not a competitive quote request. The responses should include pricing, FOB point, contact information, GSA contract number (if applicable), business size, and payment terms, with the ultimate determination of competition being solely at the government's discretion.

MEMORANDUM FOR FILE
SUBJECT: Non-Competitive Procurement Justification Memo for Actions Under SAT
I. BACKGROUND
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
2. FAR 8.405-6 allows for limiting sources for orders or BPAs under Federal Supply Schedules under certain circumstances or for items peculiar to one manufacturer
3. As required by FAR 13.106-3(b)(3)(i), FAR 8.405-6(a)(1), or FAR 8.405-6(b)(2), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
II. DESCRIPTION OF ITEM OR SERVICE (Include manufacture/sole source name and address.)
Engineering services are required to support an initial concept design of a COLUMBIA APB Athwartship Mount as a Fit-Function replacement for the existing design. These services will include preliminary adequacy assessments of the design (e.g. engineering calculation, numerical simulations and/or prototype fabrication and testing) and a white paper based on lessons learned from the demonstration effort and offer recommendations for future process improvements, areas of further investigation, or suggested follow-on demonstrations.
Manufacturer: Seemann Composites LLC. Address: 12481 Glascock Dr, Gulfport, MS 39503
III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

N/A
· 3. Federal Supply Schedule (FSS) IAW FAR 8.405-6(b).

· 4. Other Reasons.
N/A ☒ B. SOLE SOURCE. (select all that apply)
· 1. Restrictive Rights. The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
· 2. Exclusive Licensing Agreements. The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.
☒ 3. Other Reasons.
This engineering effort builds directly upon previous efforts performed by the contractor, SCI, under contract N00167-19-D-0002, delivery order N00167-19-F-0213. SCI is uniquely qualified to perform this work based on their successful execution of prior related tasking. This previous work included the redesign of the APB vertical mounts utilizing a cast polymer material and composite mounting components to replace the original vulcanized rubber. Additionally, SCI developed a conceptual design for a non-metallic leaf spring intended to serve as a replacement for the APB vertical mounts. SCI is the only source currently capable of performing this effort due to their unique expertise and prior work, and no other source would be able to fulfill the requirement effectively.
· 4. Federal Supply Schedules (FSS): IAW FAR 8.405-6(a)(1)
· a. An urgent and compelling need exists, and following the procedures would result in unacceptable delays;
· b. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or
· c. In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
