About this file
This document is a Sole Source Justification for a Navy contract to procure SIMULIA ABAQUS software maintenance and licensing. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a one-year contract to Dassault Systems Government Solutions (DSGS) or its authorized GSA reseller, ImmixTechnology, Inc., for software critical to structural evaluations of surface ships and submarines. The procurement is justified by the specialized nature of the software, which NSWCCD engineers have used for over three decades to develop finite element models and conduct technical analyses, with high risks associated with switching to alternative software platforms.
The related federal contract opportunity (Solicitation N0016725Q1029) confirms the sole source intent, with interested parties able to submit capabilities statements by 7/5/25 at 12:00 PM ET to steven.besanko@navy.mil. The procurement falls under NAICS code 513210 with a small business size standard of $41.5 million. While the notice is not a competitive quote request, the government will consider all responses in determining whether to proceed with the non-competitive procurement. The contract will be for commercial items under FAR Subpart 12.6, with the government seeking to ensure fair and reasonable pricing through various evaluation methods.

DEPARTMENT OF THE NAVY NAVAL SURFACE WARFARE CENTER CARDEROCK DIVISION
9500 MACARTHUR BOULEVARD WEST BETHESDA MD 20817-5700
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting & Acquisitions Department (Code 02).
2. Description of the Action Being Approved
NSWCCD intends to award a contract for the procurement of a one (1) year software maintenance license and service support for SIMULIA ABAQUS software for the NSWCCD.
The justification document is in accordance with FAR 13.501(a).
3. Description of Supplies/Services
The NSWCCD requires the purchase of SIMULIA ABAQUS software and maintenance to support NAVSEA technical warrant holders and conduct structural evaluations of surface ship and submarine structures.
The Government’s minimum needs have been verified by the certifying technical and requirements personnel for the above total.
The Product Service Code (PSC) for this procurement will be 7A21 IT and telecom - business application software (perpetual license software)
4. Statutory Authority Permitting Other Than Full and Open Competition
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The permitting regulatory authority is FAR 6.302-1(c)(1)(i) – “An acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited.”
5. Rationale Justifying Use of Cited Statutory Authority
NSWCCD engineers have been using ABAQUS software to develop 3D finite element (FE) models, to perform FE analysis, and to post-process and interrogate the FE solutions. NSWCCD engineers use a combination of network licenses of the SIMULA ABAQUS, SIMULA ABAQUS Extended, and additional add-on packages (features) to provide the capabilities required to perform these functions.
NSWCCD chose ABAQUS software as it will enable users to continue with analysis workflow built specifically for generating, debugging, and running ABAQUS analysis models which they have been using for over three decades. High risks are inherent in translating/converting ABAQUS models to another software format, resulting in translation errors and partial model data loss which would require additional cost and schedule for model correction. Current ABAQUS-based evaluation and certification processes are approved by the NAVSEA Submarine Propulsor Technical Warrant Holders (TWHs). Therefore, use of software other than ABAQUS would require completing a new modeling process proven through a validation and verification (V&V) effort, resulting in additional cost and schedule delays associated with the V&V effort.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable SIMULIA ABAQUS is available by direct sale from the owner, Dassault Systems Government Solutions (DSGS) Corporation, or from one authorized GSA reseller - ImmixTechnology, Inc.
DSGS has proprietary rights to all product licenses, maintenance, and support. Pricing information was obtained from both sources.
7. Determination of Fair and Reasonable Costs
In accordance with FAR 13.106-3(a), the Procuring Contracting Officer (PCO) shall ensure that all materials rovided under the anticipated contract are procured at a fair and reasonable price. The Government will require the contractor to submit a formal price and sufficient information to support the accuracy and reliability of the estimate. The PCO shall determine that the proposed order represents the best value (as defined in FAR 2.101) to meet the Government's needs. The PCO will also rely on the contract specialist and NSWCCD’s experienced technical experts, as well as information from prior Navy procurements of the same (or comparable) Abaqus products, when conducting the price analysis. This information will form the basis for a fair and reasonable price.
8. Actions to Remove Barriers to Competition
The Government will continue to stay abreast of Abaqus software and similar software (via symposiums and conferences, product test reports, publications and advertisements, vendor demos, etc.) and alternative software products directly compatible with Code 653’s in-house data acquisition systems. Accordingly, the Government will continue to re-examine its future procurement needs relative to the technology advancements in this industry.
