SOLE SOURCE JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

Subj: SOLE SOURCE JUSTIFICATION FOR APPLIED TECHNOLOGIES SONIC ANEMOMETERS

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY REQUIREMENTS One of the functions of NSWCCD Code xx is to acquire experimental aerodynamics data in at- sea trials. Flowfield measurements to evaluate wake characteristics (i.e, ship air wake testing) require the use of a probe(s) that can measure three component flow velocities, flow direction, and flow frequency content. PMS-406 is investing in tethered elevated systems for the MUSV/OUSV and NSWCCD Code xx is leading the integration efforts for these systems. Code xx is conducting simulations of the interactions between the MUSV/OUSV topside airwake and the tethered systems to inform specification development, test planning, and integration planning to ensure the systems will work as intended. Code xx needs four (4) of the SATI/3A Sonic Anemometers (including mounting bar, calibration chamber, output cable 10m length) and four

(4) WSC-316 rugged carrying cases.

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

The products of Applied Technologies, Inc outlined above meet the demanding specs required to conduct high frequency flowfield velocity and temperature measurements of high velocity flows. The Applied Technologies, Inc SATI/3A anemometer is the only product on the market that meets our minimum technical requirements for speed range and sampling rate. This product is only sold by Applied Technologies, Inc because they have designed this proprietary system and are the manufacturer of the system. Applied Technologies, Inc has decided that they will be the sole provider of this system in this small specialized niche market (the vendor states that they have no authorized resellers). For these reasons, Applied Technologies, Inc is uniquely qualified to fulfill this purchase.

An at-sea trial will be conducted in early FY22 to collect OUSV air wake data. This data is required to validate the simulations and inform experimental observations. The data needs to be recorded at a high rate to quantify the range of turbulence values that matches the simulation results. At-sea testing will expose the sensor to very high wind speeds that must be recorded accurately. The Applied Technologies SATI/3A anemometers provide the highest data rate (200Hz) and maximum wind speed (65m/s) of any ultrasonic anemometer on the market. In addition, the wind speed measurement accuracy of 0.01 m/s is outstanding, and will result in high quality data for this study. These capabilities are required to complete the simulation validation effort and the SATI/3A anemometer is the only unit on the market capable of meeting the rigorous at-sea testing requirements with the required sampling rate.

3. MARKET SURVEY

A market survey and evaluation of other vendors has been conducted. The Applied Technologies, Inc SATI/3A anemometer is uniquely qualified due to hardware performance requirements of speed range and sampling rate, coupled with outstanding accuracy. It was also determined that Applied Technologies, Inc is the sole provider of this system in this small specialized niche market (the vendor states that they have no authorized resellers). For these reasons, Applied Technologies, Inc is uniquely qualified to fulfill this purchase.

Other anemometer products that were found by web search and phone calls to anemometer vendors could not measure wind speed at a sampling rate above a rate of 100 Hz, and could not measure flow velocities above 45 m/s. The Applied Technologies, Inc SATI/3A anemometer is designed to exceed these criteria by a significant margin. Measuring high velocity, unsteady air flow is critical to understanding air wake characteristics and for understanding the air environment around Navy systems, such as tethered elevated systems operating on the MUSV/OUSV. For these reasons, the Applied Technologies, Inc SATI/3A anemometer is the only choice for our testing needs.
