About this file
This is a Single Source Justification document for a federal contract to procure one Troxler E-Gauge Combo Model 4540 Asphalt & Soil Density Gauge for the 1st Special Operations Contracting Squadron. The non-nuclear gauge is required to conduct soil and asphalt compaction testing in support of airfield and roadway construction and maintenance operations. Troxler Electronic Laboratories, Inc. is identified as the sole manufacturer and distributor of this specific device, which is the only known license-exempt gauge capable of measuring density in both asphalt and soil using the same unit.
The contract is valued at $18,240.00, with market research confirming Troxler as the exclusive source through multiple avenues, including review of federal procurement notices, solicitations from other military bases, and a U.S. Department of Agriculture Notice of Intent. The justification document details extensive market research, including reviewing potential sources through professional associations and manufacturer websites, which concluded no alternative manufacturers offer a comparable non-nuclear combination gauge. The contracting activity anticipates potential future competitive options as technology advances and more manufacturers enter the market.

CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 1st Special Operations Contracting Squadron/PKC
Project/Program Name: 823 RHS Densiity E-Gauge
Purchase Request / Local ID Number: F2FT145189A001
Estimated Contract Cost (including Options): $18,240.00
Section B: Description of the Supplies/Services Required
The 1st Special Operations Contracting Squadron intends to procure one (1) Troxler E-Gauge Combo Model 4540 Asphalt & Soil Density Gauge (Part # 4540-1201). This non-nuclear gauge is required to conduct soil and asphalt compaction testing in support of airfield and roadway construction and maintenance operations.
Section C: Justification for Soliciting from a Single Source or Brand Name
Troxler Electronic Laboratories, Inc. is the sole manufacturer and distributor of the Troxler Model 4540 E-Gauge Combo. This is the only known device that is both license-exempt (non-nuclear) and capable of measuring density in both asphalt and soil with the same unit. The equipment was also validated by the U.S. Army Engineer Research and Development Center (ERDC) as part of Air Force Non-Nuclear Density Project 447413, which confirmed its suitability as the best alternative to nuclear density gauges.
Additional market research and agency procurement history support this conclusion:
-99 CONS (Nellis AFB) solicited this requirement in September 2024 and received only one quote from Troxler.
-The U.S. Department of Agriculture issued a public Notice of Intent to Sole Source to Troxler Laboratories, Inc. for the same item.
-A review of contract awards and notices on SAM.gov confirms Troxler Laboratories, Inc. as the sole source for all federal purchases of this model.
-The equipment is not available through GSA Advantage, NASA SEWP, or any other mandatory source of supply.
Section D: Efforts to Obtain Competition
Market research included reviewing potential sources through the American Portable Nuclear Gauge Association, as well as websites for CPN (InstroTek), Humboldt, InstroTek, Seaman, and Troxler. None of the alternative manufacturers offer a non-nuclear combination gauge for both soil and asphalt. Searches on GSA, SEWP, and SAM.gov confirmed no other sources.
Multiple prior federal solicitations and notices support the assertion that Troxler is the only known source.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The majority of testing and engineering equipment used by the requesting unit is sourced competitively from multiple vendors.
As technology advances and more manufacturers enter the market, future acquisitions of similar equipment may allow for full and open competition. The unit will continue to monitor the market for alternate solutions.
