SOLE SOURCE JUSTIFICATION
FOR AN ACTION EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
USING SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS
(AUTHORITY: FAR 13.501(a), 41 U.S.C. 1901)
1. Agency and contracting activity.
Agency: Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) National Ocean Service (NOS) Office of Coast Survey (OCS)
Contracting Activity: DOC/NOAA Acquisition and Grants Office (AGO) Eastern Acquisition Division (EAD) Norfolk, VA
2. Nature and/or description of the action being approved.
NOAA AGO EAD intends to award a Sole Source contract to Future Integrated Systems (FIS) for ongoing Coast Pilot Production System (CPPS) maintenance, support, and modernization for The United States Coast Pilot® (The Coast Pilot), which is currently being performed by FIS under contract EG133C17SE0572. A firm-fixed-price (FFP) contract is expected for award. The Contracting Officer has determined that the CPPS support services are commercial in nature and the services will be procured in accordance with Federal Acquisition Regulation (FAR) 13.5, Simplified Procedures for Certain Commercial Items.
3. Description of supplies or services required to meet the agency’s needs (including the total estimated value).
The Coast Pilot is a series of ten nautical publications that cover a variety of information important to mariners and others interested in the coastal and intra-coastal waterways, as well as inland routes including the Great Lakes. It is a companion document to the nautical chart and it is required carriage for regulated vessels. The Coast Pilot contains supplemental information that may be difficult to portray on a nautical chart. Topics in The Coast Pilot include channel descriptions, anchorages, bridge and cable clearances, currents, tide and water levels, prominent features, pilotage, towage, weather, ice conditions, wharf descriptions, dangers, routes, traffic separation schemes, small-craft facilities, and Federal regulations applicable to navigation. The Coast Pilot is available to the public in a number of formats including Print-on-Demand (POD) books and a variety of up-to-date digital files (PDF, HTML, XML) that are available for free download on the web. Historically, for users to maintain an updated physical copy of the Coast Pilot, it was necessary to obtain periodically announced corrections to the book via the Notice to Mariners or the NOAA website. Corrections were cut from a paper copy and taped into the book or the changes were made through hand-written corrections. With technology and the Government’s modernization to electronic charts, continued support of The Coast Pilot via the CPPS is critical for safe navigation and efficiency of maritime commerce.
This recompete acquisition includes numerous tasks for the maintenance, support, and modernization of the CPPS. NOAA’s OCS has a need for continued maintenance and support in an effort aimed at modernizing the Coast Pilot including online weekly updating of files, expanding
