About this file

This document is a Request for SDVOSB/VOSB Sole Source Justification for the VA Columbia South Carolina Health Care System. The purpose is to award a 3-month Indefinite Delivery/Indefinite Quantity (IDIQ) bridge contract for home oxygen and ventilator services to TransOx, Inc. from December 1, 2025 to February 28, 2026. The contract will be sole-sourced to the incumbent under U.S.C 8127 regulations, with the total estimated amount redacted in the document.

The justification includes market research conducted on service-disabled veteran-owned small businesses (SDVOSB) and veteran-owned small businesses (VOSB), which identified 125 potential providers. The contract aims to prevent a break in critical home oxygen services for VA beneficiaries, including oxygen and related accessories, delivery, setup, preventive maintenance, and repair of both contractor and government-owned equipment. The long-term contract is currently pending an SBA Protest Decision, necessitating this bridge contract to ensure continuous patient care.
