About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition regarding the repair and upgrade of 9 PRC-117G radios required by the 27th Special Operations Contracting Squadron at Cannon AFB, New Mexico. The services will be sole-sourced to L3Harris Global Communications, Inc. as the exclusive manufacturer and maintainer of the radios. L3Harris will repair 4 radios and upgrade 5 out-of-warranty radios to the PRC-117G(-7) configuration. The requirement will be procured using FAR Part 12 Commercial Item Acquisition and FAR Part 13 Simplified Acquisition Procedures, not to exceed the simplified acquisition threshold. The 27th SOCONS will issue a notice on SAM.gov of the intent to award this sole source contract, allowing for market research and any interested parties to come forward, though the government has determined L3Harris is the only reasonable source.

The Special Operations Advanced Capabilities Squadron(SOACS) requires the repair services of 9(each) PRC-117G RT-1949. These radios are currently need repair and are out of warranty. The PRC-117G RT-1949 radios are a Multiband Networking Manpack Radio that provides secure Internet Protocal(IP) data to the tactical Internet and is powered by a single standard battery. With a range of multiband and multimission capabilties, the AN/PRC-117G covers 30 MHz to 2GHz and trasmits up to 10 watts UHF/UHF line-of-sight, and 20 watts output over tactical satellite (TACSAT) and Wideband modes. It incorporates the L3Harris Adaptive Networking Wideband Waveform (ANW2C), with a dedicated Combat Net Radio (CNR) voice channel to ensure voice communication is never lost.

SOACS requires these radios to be repaired to continue supporting AFSOC missions at Cannon AFB, NM.
