Section B: Description of the Supplies/Services Required

18 OSS on Kadena AB, Japan is requesting new items from Indra (previously SELEX) to overhaul the existing Localizer Instrument Landing Systems. These items would replace all parts outside of the shelters which have been exposed to harsh Okinawan environment for years and, as a result, have become degraded from high winds and corrosion. The equipment is comprised of localized antenna system, cable assemblies and kits. This equipment will replace the degraded equipment on Kadena AB.

Without replacement, these assets will continue to degrade and become unreliable for landing aircraft.

Section C: Justification for Soliciting from a Single Source or Brand Name

18 OSS TOs (31R4-2GRN31-32-1 as just one example) identify SELEX as the manufacturer for the equipment and 18 OSS cannot deviate because this is the approved system by the Air Force Flight Standards Agency. Indra has acquired SELEX and does not have authorized resellers of their products. Going through supply is an option, however, an overhaul of this scale would deplete the Air Force Inventory and cause supply chain issues at other bases as the vast majority of parts outside the shelters are XB3 items, meaning they are thrown away after replacement and are not repaired or returned to the supply system. Market Research has shown that Indra Air Traffic Inc. is capable of fulfilling this requirement and they are the only company that can provide the equipment. Indra Air Traffic equipment is proprietary and specific to the current base infrastructure which compels us to source products from them.

Section D: Efforts to Obtain Competition

Mandatory sources were searched along with GSA. The notice of intent to award sole source will be posted on SAM.gov for 15 days prior to the award to explore possible market opportunities. After contacting Indra Air Traffic Inc. contracts manager it was confirmed there are no authorized resellers and their equipment is proprietary. There are no comparable systems authorized for use and Indra (SELEX) is the manufacturer for these assets.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 18th Contracting Office ensures to promote competition for the Government to receive the best value product. For future acquisitions, the government will conduct market research to identify any companies capable of providing these items.
