About this file

Summary

This is a Single Source Justification (Simplified Acquisition) form submitted by the 97th Contracting Squadron at Altus Air Force Base for emergency engine replacement services. The 97th Logistics Readiness Squadron, Vehicle Management Flight (97 LRS/LGRV) requires procurement and complete replacement of one 8.3L L6 Cummins ISC diesel engine for a 2009 Bluebird Bus, with an estimated contract cost of $23,987.17. The vehicle suffered mechanical failure during transit and is currently inoperable at Rush Truck Centers in Wichita Falls, Texas, with internal components (piston rings and valves) worn beyond serviceable tolerances.

The Contracting Officer determined that Rush Truck Centers is the only reasonably available single source due to critical physical, technical, and logistical constraints. Key justifications include: the vehicle's current location at Rush Truck Centers creates prohibitive heavy-duty towing costs to move it for competitive quotes; alternative vendors would require duplicate diagnostic and teardown labor, creating redundant costs; Rush Truck Centers possesses specialized diagnostic tooling, OEM-certified technicians, and direct Cummins supply-chain access necessary to ensure warranty compliance and technical reliability; and in-house repair is infeasible due to the lack of specialized hoist bay capacity and heavy-duty machine tooling. The Contracting Officer will publish a Notice of Intent to Sole Source on SAM.gov to allow capability statements from the commercial marketplace. To prevent future single-source awards, the 97th Contracting Squadron plans to establish a competitive, multi-award Blanket Purchase Agreement for regional vehicle recovery and mechanical repair, and 97 LRS/LGRV will incorporate scheduled diagnostic testing into routine maintenance cycles. The justification was signed by TSgt Ryan LaFever on September 25, 2026.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 97 CONF Altus AFB

Project/Program Name: LRS Bus Engine Repair Service

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options): $23,987.17

Section B: Description of the Supplies/Services Required

The 97th LRS, Vehicle Management Flight (97 LRS/LGRV), requires commercial repair services to replace the failed engine on an essential government-owned passenger vehicle. Specifically, this requirement entails the procurement and complete replacement of one (1) 8.3L L6 Cummins ISC diesel engine for a 2009 Bluebird Bus.

The vehicle suffered mechanical failure during transit and is currently inoperable and physically situated at Rush Truck Centers located in Wichita Falls TX. Diagnostic evaluations confirmed that internal components (piston rings and/or valves) are worn beyond serviceable tolerances, causing excessive crankcase pressure buildup and rendering the engine non-repairable through standard maintenance.

Section C: Justification for Soliciting from a Single Source or Brand Name

The acquisition of engine replacement services for the 97 LRS/LGRV 2009 Bluebird Bus must be restricted to Rush Truck Centers due to critical physical, technical, and logistical constraints that make alternative sources highly impractical and cost-prohibitive.

The vehicle experienced a major mechanical failure in transit and is currently inoperable, occupying space at the Rush Truck Centers facility. To solicit competition from alternative commercial mechanics, the Government would be forced to incur immediate, non-recoverable heavy-duty towing expenses to transport the disabled vehicle to multiple competing facilities.

Additionally, secondary shops would require paid diagnostic and teardown labor to duplicate the troubleshooting efforts already performed, in order to generate accurate repair estimates. These cumulative logistical and diagnostic costs would directly offset any nominal savings achieved through competition, resulting in an undue financial burden on the Government and an inefficient use of taxpayer funds.

Additionally, Rush Truck Centers possesses the specialized diagnostic tooling, OEM-certified technicians, and direct supply-chain channels required to properly source and install the 8.3L L6 Cummins ISC replacement engine. Utilizing an uncertified or non-localized vendor would introduce significant technical risk, potentially voiding manufacturer warranties on the replacement engine and compromising the long-term reliability of this critical transport vehicle. Given that this bus is a "1-of-1" specialized asset at Altus AFB, any prolonged repair timeline or technical failure directly impacts base operations by degrading the safe transit of aircrews and halting CDL training programs. Consequently, Rush Truck Centers is the only commercial source capable of executing the required services immediately at its current location, thereby minimizing vehicle downtime, eliminating redundant transport costs, and ensuring the rapid restoration of 97 LRS mission capabilities.

Section D: Efforts to Obtain Competition

In accordance with overhauled FAR Part 5 publicizing guidelines and the mandatory contents of a justification under FAR 6.104-1(a)(6), the Contracting Officer will publish a Notice of Intent to Sole Source on the Government Point of Entry (SAM.gov) to publicize this requirement and actively solicit capability statements from the commercial marketplace. This public notice will run for the required duration to ensure any capable sources have an opportunity to demonstrate their qualifications; however, regional market inquiries conducted by 97 LRS/LGRV indicate that direct competition remains severely restricted by the physical status of the vehicle. While other regional diesel mechanics are technically capable of replacing a Cummins ISC engine, none can provide a binding quote or perform the work without the Government incurring immediate, non-recoverable heavy-duty towing expenses to transport the disabled bus to their respective facilities. Moving the inoperable vehicle would also require

Furthermore, performing the engine replacement in-house is unfeasible because the 97 LRS/LGRV maintenance flight lacks the specialized hoist bay capacity and heavy-duty machine tooling required for this class of bus, and diverting military personnel would degrade critical flightline sortie-generation capabilities.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

To overcome these barriers and foster competitive opportunities in the future, the 97th Contracting Squadron (97 CONF), in coordination with 97 LRS, will evaluate the feasibility of establishing a competitive, multi-award Blanket Purchase Agreement (BPA) for regional vehicle recovery and heavy mechanical repair. Additionally, 97 LRS/LGRV will incorporate scheduled diagnostic oil-sampling analysis and compression testing into routine vehicle maintenance cycles to anticipate catastrophic engine wear before off-base breakdowns occur. The unit will also coordinate with Air Education and Training Command (AETC) vehicle program managers to prioritize lifecycle replacements for single-asset, mission-critical vehicles. Any capability statements received in response to the SAM.gov synopsis will be fully evaluated by the Contracting Officer prior to award;

however, because the vehicle is currently stalled on-site at Rush Truck Centers with diagnostics completed, this vendor remains the only source capable of executing the repairs without causing duplicate government expenditures and severe operational delays to the Altus AFB flying training mission.
