About this file
This document is a Request for SDVOSB/VOSB Sole Source Justification for a Bulk Oxygen Bridge Contract for the Department of Veterans Affairs (VA). The procurement is a six-month bridge contract to provide medical-grade liquid bulk oxygen and tanks to four VA medical facilities in VISN 7 (Veterans Integrated Service Network 7) located in Alabama and Georgia: Joseph Maxwell Cleland Atlanta VA Medical Center, Birmingham VA Medical Center, Central Alabama VA Medical Center-Tuskegee, and Central Alabama VA Medical Center-Montgomery.
The contract will be sole-sourced to RAS Enterprise, LLC, a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), under 38 U.S.C. § 8127(c). The current contract expires on August 31, 2025, and the new long-term contract is pending completion. Market research identified 87 small businesses and 96 potential independent vendors, but RAS Enterprise is deemed the most suitable contractor due to their existing satisfactory performance and ability to mobilize quickly. The bridge contract will cover liquid bulk oxygen, main tanks, and reserve tanks with telemetry for remote monitoring, with the contract period running from September 1, 2025, to February 28, 2026.

Request for SDVOSB/VOSB Sole Source Justification Format IAW VAAR 819.7008/9 Bulk Oxygen Bridge Contract
VHAPG Part 819.7008/7009 Sole Source Awards to SDVOSB/VOSB Page 4 of 5 Revision: 04 Effective Date: 11/15/2024
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies: The market research suggests multiple businesses may have the capability to provide bulk oxygen to VISN 7 facilities. The current bulk oxygen procurement will be re-solicited on SAM and requires additional time to award. Furthermore, the new procurement will not be awarded before the current contract expiration date of August 31, 2025. As a result, it is in the Government's best interest to sole-source the requirement to the incumbent to prevent a gap in the supply of bulk oxygen and allow additional time for the long-term contract to be awarded.
The proposed contract action will not be publicized IAW FAR 52.202(a)(4), but the contract award will be synopsized
IAW FAR 5.301.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable:
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market
Research Was Not Conducted: The results of market research are as follows:

Conducted a search on the Contract Directory website, and there were 96 potential IDVs.
Conducted a search on the Unicor website, and there were 0 matches found.
Conducted a search on the AbilityOnce website, and the result displayed 0 capable contractors.
Conducted a search for Wholesale supply sources, and there were no sources found capable of providing the services and supplies needed for this requirement.
Conducted a search on the Supply Chain Master Catalog website and found 666 sources. All contracts reviewed were agency only contracts, which did not include usage for VISN 7 corresponding facilities. Additionally, regional contracts by the Project Contracting Activity Central (PCAC) were identified; however, no contracts were found for VISN 7.
This may be an opportunity for VISN 7 to streamline future requirements.
Conducted a search on the FPDS-NG website and found over 5,216 previous actions involving oxygen procurements from the Department of Veterans Affairs. The following contractors are currently or have previously provided bulk oxygen to the VA:
