SOLE SOURCE JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED
VALUE, AND DELIVERY REQUIREMENTS
The subject requisition is for the purchase of Brandywine Communications P/N
033000034 1U Modular Master Clock (MMC) Assembly with Bulkhead Mount to support the LPD 17 Class Navigation Data Distribution System (NDDS). This hardware is specified for installation under Ship Alteration/SCD 22735 (NDDS
Sustainment and Obsolescence Upgrade) and is scheduled to be installed aboard USS
Harrisburg (LPD 30).
The MMCs send IRIG-B time to various NCDS clients including all of the DNDUs.
Total estimated value for all items is $53,234.00. Delivery will be to NSWCPD.
This requisition is for the following material and includes shipping and handling:

$ 53,234.00

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE/BRAND NAME
BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF
THE ACQUISITION
This Brandywine Communications hardware was specified by the systems integrator during the requirements and design phase of the NDDS development for the acquisition of the LPD 30. NSWCPD ISEA of NDDS is utilizing this configuration to ensure commonality of the hardware and software between the newly acquired vessels to the remaining LPD 17 Class. The ISEA is able to apply a common hardware and software baseline as the solution to multiple obsolescence issues with the execution of SCD
22735: NDDS Sustainment and Obsolescence Upgrade. Without this specific Brandywine hardware, the Master Modular Clock’s clients including the Dual Navigation Data Units
(DNDU) will not receive IRIG-B timecode data rendering NDDS inoperable.
Procurement of a functionally similar COTS unit from another vendor would require significant re-development efforts, including new software development, integration testing, environmental re-certification and ILS re-work, costing in excess of $300,000.00.
These duplication costs were determined by analyzing the program costs the government previously incurred and would re-incur if the procurement actions covered in this J&A were contracted to a source other than Brandywine Communications. Procurement of the exact MMCs from another source would likely cause the Government to incur additional middleman or pass-through costs.
3. MARKET SURVEY
The specific hardware is not available from any authorized vendor of Brandywine
Communications. Research was conducted and confirmed with Brandywine sales representatives.
