This document is a Sole Source Justification for the acquisition of two Cypress Heat Pulse Horizontal Groundwater Flowmeter Systems, including installation, support, and 12 months of monitoring. The U.S. Geological Survey (USGS), Ohio-Kentucky-Indiana Water Science Center in Indianapolis has identified Rapid Creek Research (RCR) as the sole source capable of providing the required products and services. The RCR heat-pulse flowmeter is the only technology capable of making high-frequency measurements of groundwater flow rate and direction using solar-only power, while interfacing with USGS's existing Campbell data loggers. The flowmeter system must be accurate, durable, and capable of real-time data transmission. No other sources were identified that could meet the salient characteristics specified. After this initial purchase, the agency plans to conduct market research to determine if any other companies can provide similar capabilities for future requirements. The contract was awarded to an unknown vendor on August 9, 2024, for an unknown amount.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD
NGWOS project at the Kankakee River. The RCR HPFM is compatible with USGS existing Campbell Scientific Data Loggers.
Rapid Creek Research, Inc does not have any contracts with the GSA, but has an active registration in SAM.gov, cage code: 5VCS2. There are no authorized resellers for the RCR HPFM. Rapid Creek Research is the sole proprietor for the technology for the HPFMs.
8. The Efforts to Identify Additional Sources Including the Market Research Conducted.
The requestor contacted as they are another manufacturer of HPFMs – their equipment is not currently compatible with Indiana Water Science Center needs. The requestor found no other companies that produce HPFMs while reviewing industry web sites and publications.
9. Future Plans to Permit Competition.
After this purchase of the upgraded HPFMs, in the event that more HPFMs were needed, we will conduct current market research to determine if any other companies offer the salient features required, specifically the ability for the unit to be fully powered by solar, proven long-term deploy ability and compatibility with Campbell Scientific Data Loggers with real-time data.
The NGWOS program is working with engineers to design a similar HPFM, but it will not be available for several years, but may be an option for subsequent contract requests.
10. Recommendation and Certification from Program Office
Based on the above, I recommend this acquisition be conducted on a sole source basis.
11. Certifications from the Contracting Officer:
a. Price reasonableness will be based on Rapid Creek Research’s current price list and paid invoices.
b. This justification is accurate and complete to the best of my knowledge and belief.
