About this file

This document is a Sole Source Justification approving a one-year contract between the Department of the Interior, United States Geological Survey and the UC Davis Veterinary Genetics Laboratory. The USGS Fort Collins Science Center requires the analysis of bison tail hair samples, including laboratory equipment, software, and analysis materials. The estimated maximum dollar value of the contract is . The sole source justification cites FAR 13.106-1(b)(1)(i) - only one source reasonably available, as the UC Davis Veterinary Genetics Laboratory is the only laboratory in the USA capable of conducting the required genetic diversity, hybridization, and parentage analyses. Utilizing the same methodology as other DOI and Parks Canada herds will allow for comparison of the Medano bison herd's genetic results.

The related federal contract opportunity is a limited/sole source solicitation to analyze bison tail hair samples for genetic heterozygosity, with an award made to an unknown vendor for an unknown amount on 2024-05-20.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

PR:0040652431

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1)(i).

2. Nature of Action Being Approved.

New one year contract with UC Davis Veterinary Genetics Laboratory.

3. Description of Supplies or Services.

USGS Fort Collins Science Center requires the analyses of bison tail hair samples using supplies and services from UC Davis Veterinary Genetics Laboratory. Supplies include laboratory equipment, software such as ‘STRand’ developed by the UC Davis lab, and analysis materials such as reagents required for laboratory analyses.

4. Estimated Dollar Value.

The estimated and maximum dollar amount of all project tasks is

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1)(i) – only one source reasonably available.

6. Rationale Supporting Use of Citation in No. 5.

The University of California Davis Veterinary Genetics Laboratory is the only laboratory in the USA that can conduct all three types of analyses. The UC Davis Veterinary Genetics Laboratory is the same laboratory that processed samples for the analysis of all 16 DOI herds and 2 Parks Canada herds. Utilizing the same methodology adopted by 16 DOI herds and 2 Parks Canada herds would allow us to compare genetic results of the Medano bison herd to other herds within DOI across North America, providing an invaluable tool for bison conservation by informing managers of Medano regarding the uniqueness (or similarity) in sampled bison. It is important that the same methodology used in all other DOI herds be used for the Medano herd to allow for seamless comparison among DOI herds.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Program Office’s Market Research:

Market research indicates UC Davis is the only laboratory in the U.S. that has the supplies and technology to conduct all three types of genetic analyses (genetic diversity, hybridization, and parentage).
