SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

PR:00040645607

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1)(i).

2. Nature of Action Being Approved. The Great Lakes Science Center (GLSC) requests a firm fixed price sole source contract be awarded to Big Fin Scientific.

3. Description of Supplies or Services. The GLSC has a requirement to purchase six electronic fish measuring boards for vessels on Lakes Michigan and Huron.

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1)(i) only one source reasonably available.

6. Rationale Supporting Use of Citation in No. 5. Big Fin Scientific is the only known source of electronic measuring boards . Big Fin measuring boards are deployed on two other GLSC large vessels. These boards are compatible with existing equipment and allow the collection of a variety of environmental data concurrent with biological data.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research indicates there are no authorized resellers for Big Fin Scientific measuring boards. These measuring boards are compatible with the Fisheries Environment for Electronic Data (FEED) system to maintain a high rate of compatibility and streamline the data collection on the vessels.

The Contracting Officer posted a sources sought notice 140G0224Q0045 via SAM.gov (Contract Opportunities) from February 2, 2024 through February 16, 2024 for market research purposes and received one response and that was from the Sole Source, Big Fin Scientific. No other known sources of supply exist.

9. Future Plans to Permit Competition.

Future requirements will undergo market research and be competed to the maximum extent possible

Based on the above, I recommend this acquisition be conducted on a sole source basis and certify the above statements are true and accurate.
