Justification and Approval for Other than Full and Open Competition Justification For Sole Sourcing services and equipment for Johnson Control Metasys Facility

Automation Systems

1. Contracting Activity: USPFO-GA, Purchasing and Contracting – W912JM

2. Description of Action: Approval for the use of justifying the business service contract will enable Hunter Army Airfield to maintain HVAC Maintenance Services on Johnson Control Systems services for the Georgia Army National Guard (GAARNG).

3. Description of Supplies/Services: Vendor is to maintain all automated systems that are already installed throughout the designated facilities within the state of Georgia Army National Guard. The GAARNG leadership has determined that the use of this specific system is necessary in order to continue operations with audiometer equipment previously procured.

4. Authority Cited: FAR PARTS: 6.302-1(a)(2)(ii)(A). Available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.

5. Reason for Authority Cited: The audiometer system is proprietary in design. It possess a unique function or capability critical in the use of the items and is available from other sources, but at a higher price. The audiometer system is compatible with current audiometer equipment. The system components being procured are also replacement parts. Therefore, going with a different brand would not be in the best interest of the Government.

6. Efforts to Obtain Competition: None.

7. Other Factors: Currently installed system is warranted by Johnson Controls. Johnson Controls does not subcontract maintenance work required on their systems. Any other vendor working on Johnson Controls systems will void current warranties on existing systems.

8. Fair and Reasonable Cost Determination: The price was determined fair and reasonable based on market research conducted using online catalogs.

9. Contracting Officer Certification: Approved.
