About this file
This is a Sole Source Justification and Approval memorandum for the acquisition of Microsoft Azure services under the simplified acquisition threshold for the Chief of Naval Air Training (CNATRA) and Navy Flight Demonstration Squadron (Blue Angels). The justification is based on Microsoft Azure being the only approved application in the Department of Navy Applications and Database Management System (DADMS) for managing the Blue Angels' official website application and digital content.
The requirement is for a 365-day period of performance and supports the Blue Angels' need to transfer digital content between 35-40 flight shows annually and their main office in Pensacola, FL. The Public Affairs Officer reviews digital content in Azure before public release. Note: While the justification document references Comcast cable services at Naval Station Mayport in some sections, this appears to be an error as the primary focus and context of the document relates to Microsoft Azure services for CNATRA and the Blue Angels.

ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

This is the only application of its kind that is APPROVED for use in a Department of Navy system. This application is APPROVED in Department of the Navy Applications and Database Management System (DADMS) and is used to scan web applications against security vulnerabilities. Per Deputy Chief of Naval Operation memo dated 27 Oct 06, Only Navy Operational Designated Approval Authority (DAA) Accredited and Functional Area Manager (FAM) ‘APPROVED’ applications in the DADMS system will be allowed to be connected to Department of Navy systems. Therefore, if there were other products similar to this one, which there is not, we still could not use them unless they were approved in DADMS.
