About this file

This document is a Sole Source Justification for the repair and repainting of aircraft shelters and the salvage of damaged aircraft shelter roof sheets at Sheppard AFB. The scope of work includes repairing and repainting 16 rows of aircraft sunshades across 32 end walls, as well as touch-up painting on the lower wall struts. Agate Steel, the original manufacturer of the aircraft shelters at Sheppard AFB, is the sole source for this requirement due to their exclusive ownership of the precise specifications and their demonstrated proficiency in this work. The government intends to award a sole-source, firm-fixed price purchase order to Agate Steel on or around June 7, 2024 under the authority of 10 USC 2304(c)(1). The applicable NAICS code is 332311 with a size standard of 750 employees.

The related Federal Contract Opportunity is a Notice of Intent to Award Sole Source for the aircraft sunshade screen repair at Sheppard AFB to Agate Steel. This is not a solicitation, and no solicitation package will be issued. The government is seeking information from potential offerors to determine if conducting a competitive procurement in the future is in the best interest of the government. Responses must be submitted via email by June 3, 2024.

Section B: Description of the Supplies/Services Required

The scope of work includes repairing and repainting aircraft shelters and salvaging damaged aircraft shelter roof sheets resulting from an impact-related incident. Furthermore, touch-up paint will be administered to the lower faces of the lower-end wall struts, situated directly below the newly installed fabric end screens, to conceal any exposed steel. This process will cover 16 rows of Aircraft Sunshades across 32 end walls.

Section C: Justification for Soliciting from a Single Source or Brand Name

Agate Steel, the manufacturer of aircraft shelters installed at Sheppard AFB, has exclusive ownership of the precise specifications and possesses the understanding needed to replace the end screens of these shelters. Their unmatched knowledge and demonstrated proficiency make them the most suitable choice for the requirement. Furthermore, Agate Steel will perform work related to their previously awarded contract, FA302024P0018. Therefore, it is strongly recommended that the Government consider granting a sole-source contract to Agate Steel.

Section D: Efforts to Obtain Competition

Comprehensive Market Research was diligently carried out in compliance with FAR Part 10 regulations. The findings of this research indicated that comparable requirements had previously been granted to Agate Steel. However, as the original manufacturer of the existing aircraft shelters at Sheppard AFB, Agate Steel holds the proprietary specifications necessary for the modifications of these shelters. Their unparalleled expertise makes them the most knowledgeable entity regarding the repair of these end screens. A notification on the Government-wide point of entry (GPE) will signify the contracting agency's explicit intent to pursue a sole-source contract award to assess whether conducting a competitive procurement process in the future aligns with the government's best interests.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

To avoid future single source awards, market surveys will be undertaken to identify potential future sources capable of meeting similar requirements.
