2. Other facts supporting sole source procurement:

a. What can this product/service do that other products/services cannot do?

Life Technologies, a branch of Thermo Scientific, exclusively provides the ABI 7500 instrument, which has been used in our environmental microbiology laboratory for years. The vendor provides a product that is essential to our workflow. Our laboratory has made significant process on the development and application of qPCR assays on environmental samples using the Life Technologies ABI 7500. Specifically, the instrument will be vital to the testing of environmental pathogens and source tracking markers in wastewater samples. In recent years, our laboratory has modified methods to enhance the detection of microbes in environmental samples based on the 7500 technology. As a result, molecular detection with the ABI 7500 is part of our standard procedures, and, our laboratory is stocked with supplies that exclusively support the 7500 system and no other PCR instrument. Additionally, the vendor provides service agreements for maintenance of instruments to ensure that results are valid.

Rev. 5/14/19

b. What other products/services were considered and why did they not meet the need?

Other vendors, such as Roche and Eppendorf, produce real-time PCR systems, but these systems have not been adapted by our laboratory for the analysis of environmental samples

3. Program Office efforts to seek potential offerors:

Market research was conducted through Internet searches and the available peer reviewed publications on real-time PCR systems.

E. Program Office Certification:

I have reviewed this sole source justification and certify the justification is true and accurate to the best of my knowledge and adequate to support other than full and open competition.
