About this file

This is a Sole Source Justification for an 8(a) Schedule Order issued by GSA Assisted Acquisition Services (AAS) acting in support of the Small Business Administration (SBA).

The solicitation (47QFLA26Q0026) seeks to procure enterprise Network Operations Center (NOC) support services for the SBA on a 24x7x365 basis. Required services include 24/7 NOC monitoring and event management, multi-tier Help Desk/Service Desk support, network (Tier 4) engineering and integration, A/V systems integration, Microsoft infrastructure administration, AI/Perplexity integration engineering, infrastructure and platform operations, enterprise applications and integration operations, IT service management (ITSM), customer success and service delivery, vendor and asset management, and automation tooling and analytics. Work must support unclassified and sensitive environments and comply with FedRAMP, NIST SP 800-53, NIST SP 800-207, Section 508, and related federal IT and cybersecurity standards. The order is directed to Koniag IT Systems, LLC (KITS), an Alaska Native Corporation-owned participant in the SBA 8(a) Business Development program, with an estimated value of $28,916,020 for a 12-month performance period. The justification cites Koniag's unique technical capability and ownership of AI/ML models, data integration and modernization frameworks being developed under Contract No. FA701426C0017, concluding that duplicative development by alternative sources would impose unacceptable cost and schedule risk. Market research conducted from June 22-30, 2026, confirmed that while multiple vendors offer individual components, no other source possesses the integrated technology, reusable frameworks, and associated data and software rights necessary to meet requirements within the Government's cost and schedule parameters. The Contracting Officer certified the justification as accurate and in the Government's best interest and committed to pursuing competition for follow-on requirements.

Sole Source Justification – 8(a) Schedule Order

Solicitation 47QFLA26Q0026

Network Operations Center (NOC) Support Services in support of:

Small Business Administration (SBA)

United States (U.S.) General Services Administration (GSA) Federal Acquisition Service (FAS)

Assisted Acquisition Services (AAS) Defense

Controlled by AAS Contracting Officer: Erica Powers, erica.powers@gsa.gov

Version 02/26/2026

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this Sole Source Justification – 8(a) Schedule for orders pursuant to Federal Acquisition Regulation (FAR) 8.4 (GSA Class Deviation RFO-2025-08, Supplement 1) and General Services Acquisition Regulation (GSAR) 538.7104-3 (Class Deviation RGO-2025-FSS-GSAR 538).

1. Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of the Small Business Administration (SBA)

Contracting Activity:

GSA AAS Contracting Office (FAEBB)

2. Nature and/or Description of Action Being Approved:

The Small Business Administration must secure enterprise Network Operations Center (NOC), Help Desk / Service Desk, and IT administrative and operations support services to sustain, monitor, and continually improve the Agency’s enterprise IT infrastructure, network, applications, and end-user services on a 24x7x365 basis. The requirement includes Services include 24x7 NOC monitoring and event management; multi-tier Help Desk / Service Desk support; network (Tier 4) engineering and integration; A/V systems integration; Microsoft infrastructure administration; AI/Perplexity integration engineering;

infrastructure and platform operations; enterprise applications and integration operations;

IT service management (ITSM); customer success and service delivery; vendor, asset, and financial management; and automation, tooling, and analytics. Work must also support unclassified and sensitive environments and must align with FedRAMP, NIST SP 800-53, NIST SP 800-207, Section 508, and related federal IT, cybersecurity and cloud standards.

The requirement is uniquely suited to Koniag. Koniag has established advanced partnerships across its 30 subsidiaries and is well positioned to provide highly qualified subject matter experts with access to Koniag’s shared services. These services include AI/ML models, data integration and modernization frameworks currently being developed under Contract No. FA701426C0017. Koniag holds the underlying technical knowledge and the associated data and software rights, and it can begin performance immediately.

Any other Schedule contractor would first have to re-engineer, re-baseline, and re-validate those frameworks—work Koniag has already completed—incurring duplicative cost, introducing material schedule risk to OCIO's modernization timeline, and threatening the continuity of mission-critical, around-the-clock operations. Under GSAR 538.7104-3 (Class Deviation RGO-2025-FSS-GSAR 538), these circumstances establish that only one Schedule contractor can reasonably fulfill the requirement.

Directing this order under 8(a) authority advances the statutory purpose of the 8(a) program and the preference for ANC (Alaska Native Corporation) participation, while meeting the Government's immediate operational need through a contractor already positioned to perform. Consistent with the 8(a) procedures, the Contracting Officer will coordinate offering and acceptance of this requirement with the SBA before award, confirming Koniag's eligibility and the applicability of ANC sole source authority to an order of this value.

Version 02/26/2026

3. The Authority and Supporting Rationale:

This order will be placed against the GSA Multiple Award Schedule under the ordering procedures of FAR Subpart 8.4, and sources are limited to a single Schedule contractor in accordance with GSAR 538.7104-3(b)(v) (GSA Class Deviation RFO-2025-FSS-GSAR 538)- a law expressly authorizes or requires that the purchase be made from a specific source.

The order is directed to Koniag IT Systems, LLC (KITS), an Alaska Native Corporation (ANC)-owned participant in the SBA 8(a) Business Development program, under the authority of Section 8(a) of the Small Business Act (15 U.S.C. 637(a)), FAR Subpart 19.8, and 13 CFR Part 124, subject to SBA offering and acceptance.

4. Determination by the Ordering Activity Contracting Officer that the Order Represents a Fair and Reasonable Price Consistent with GSAR 538.7102-2(d)(2) and 538.7104-2(a)(3) (GSA Class Deviation RFO-2025-FSS-GSAR 538)

The Contracting Officer has determined that the anticipated price will be fair and reasonable based on analysis of the independent Government cost estimate and multiple award schedule pricing. The estimated value of this action is $28,916,020, with a performance period of a 12-month period. The Government will conduct market research and pursue competition to the maximum extent practicable for any follow-on requirements.

Given Koniag's unique technical capability and its ownership of the frameworks and the potential data rights being developed under Contract FA701426C0017, a sole source award to Koniag IT Systems, LLC (KITS), under GSAR 538.7104-3(b)(i) (Class Deviation RFO- 2025-FSS-GSAR 538) is authorized and is in the best interest of the Government.

5. Description of the Market Research Conducted Among Schedule Holders and the Results of the Research:

In accordance with FAR Part 10, SBA and GSA conducted market research to determine whether sources other than Koniag IT Systems, LLC (KITS), could satisfy the requirement for enterprise AI/ML, secure cloud infrastructure, DevSecOps, cybersecurity, network operations, and AI-enabled service desk modernization services. The research was conducted between 06/22/2026 and 06/30/2026 and included the following methods:

review of the GSA Multiple Award Schedule and other governmentwide vehicles and market scans of vendors offering comparable AI/ML and modernization capabilities.

The research confirmed that while multiple vendors offer individual components of the required capabilities (cloud, cybersecurity, service desk), no other source possesses integrated technology, reusable frameworks, and associated data and software rights developed by Koniag under Contract FA701426C0017. The Government determined that any alternative source would require substantial duplicative development, re-baselining, and revalidation—imposing unacceptable cost and schedule risk and jeopardizing continuity of mission-critical 24x7x365 operations. Based on these findings, market research supports the conclusion that Koniag IT Systems, LLC (KITS), is the only responsible source able to meet the requirement within the Government's cost and schedule parameters, consistent with GSAR 538.7104-3(b)(i) (Class Deviation RFO-2025-FSS-

GSAR 538).

Version 02/26/2026

The Government will continue market research throughout the period of performance and will pursue competition to the maximum extent practicable for any follow-on requirements.

6. Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:

I hereby certify that this Justification is accurate and complete to the best of my knowledge, and I determine on the basis of the findings above that a sole source justification is in accordance with the requirements and is in the best interest of the Government.
